Chap. 924.—An ACT for the relief of A. R. Payne, a disabled Confederate
soldier.
Approved March 7, 1900.
Whereas A. R. Payne, a Confederate soldier of company B, Houn-
shell’s batallion, Echols’ brigade, was a true and gallant soldier during
the war, was loval to Virginia; and
Whereas the said A. R. Payne was thrown from his horse in a charge
at Bumgarner’s mill, in Greenbrier county, West Virginia, in conse-
quence of which he is now a physical wreck, and is incapacitated for
manual labor; and
Whereas the said A. R. Payne is old and destitute, and unable to
support himself; therefore,
1. Be it enacted by the general assembly of Virginia, That if the
county court of Bedford county shall examine into the condition of
the said A. R. Payne, a Confederate soldier, and should it be that he
was true and loyal to Virginia during the war, and that he is now
afflicted and helpless as above stated, and incapacitated for manual
labor, and that he is needy and poor and should receive aid from Vir-
ginia, and if the county court of Bedford county shall send a certificate
of the facts to the auditor of public accounts of Virginia, then the
auditor of public accounts shall place the name of said A. R. Payne
upon the pension list and pay him annually the sum of fifteen dollars.
2. This act shall be in force from its passage.
