Chap. 189.—An ACT authorizing the city of Manchester to construct, lay
down, and operate its water-works, water-mains, and pipes in the county
of Chesterfield, in order to afford a water supply and fire protection for
manufacturing plants and other establishments in the suburbs of said city
within one mile of the corporate limits thereof, and for that purpose to
enter upon and use the necessary county roads and streets in said county,
and to condemn rights of way in the extension of Holly street and Decatur
street under such ordinances and regulations as the city council may
adopt and establish.

1. Be it enacted by the general assembly of Virginia, That it shall he
lawful for the city of Mane ‘hester, by and with the consent of the hoard
of supervisors of Chesterfield county, entered on its journal, to construct,
lay down, and operate its water-works, water-mains, and pipes in the
county of Chesterfield in order to afford a water supply and fire pro-
tection for manufacturing plants and other establishments or other
persons in the suburbs of said city within one mile of the corporate limits
thereof, and for that purpose to enter upon and use the county roads and
streets in said county, which may be necessary for the same, under such
ordinances and regulations as the city council may adopt and establish for
the purpose, subject to the approval of the board of supervisors of said
county.
2. The city shall have power to acquire by purchase, agreement, or
conilennation for the purposes aforesaid extensions of Holly street, and
Decatur street where the same have not been opened or dedicated, by
proceedings to be taken in the county court of Chesterfield county m
the same manner in all respects as is provided for condemnation of
land in chapter forty-six of the code of Virginia, edition of eighteen
hundred and eighty-seven.
8. The city council of said city shall have power by ordinances, or
agreements, to make contracts with the persons or corporations to whom
such water supply or fire protection is furnished as aforesaid, which shall
be valid and binding upon the city and persons or corporations so fur-
nished: provided, that the city of Manchester shall keep all streets or
roads, or parts of streets or roads used by said city as aforesaid in proper
repair, and shall not obstruct the same further than is necessary for the
construction, operation, supervision, and repair of its works therein, and
to keep the same in proper condition and repair: and provided further,
that all ordinances, and regulations herein referred to, shall not take
effect until the same shall be ratified by the board of supervisors of said
county,
