Chap. 135.—An ACT to provide for the issue of one hundred thousand dollars’
emergency bonds by the city of Newport News.
Approved January 2, 1900.
1. Be it enacted by the general assembly of Virginia, That in addition
‘0 the present indebtedness of the city of Newport News and the cer-
ificates of debt or bonds which the council of the said city is authorized
ov law to issue, the common council of the said city may, by threc-
‘ourths vote of all its members, in the name and for the use of the said
sity, cause to be issued certificates of debt or bonds (the form of which
shall be prescribed by the council), in the amount of one hundred thou-
and dollars, payable in United States currency, bearing a rate of
nterest not exceeding six per centum per annum, and payable in two,
ree, four, five, six, seven, eight, nine, ten, and eleven years from their
ates.
The said council is hereby authorized to expend the amount realized
from the sale of ninety thousand dollars of the said bonds to meet anv
necessary deficit in the administration of the government of the said
city during the next two years; and the amount realized from the sale
of ten thousand dollars of said bonds shall be used for the purpose
of making such improvements in the public schools of the said city as
the said council may deem necessary or will most redound to the best
interest of the said schools.
2. This act shall be in force from its passage.
