Chap. 1108.—An ACT to amend and re-enact sections 3, 4, and 5 of an act
of the general assembly, approved February 23, 1888, entitled an act to
incorporate the town of Blackstone, in Nottoway county, Virginia.
Approved March 7, 1900.
1. Be it enacted by the general assembly of Virginia, That sections
three, four, and five of an act approved February twenty-third, eighteen
hundred and eighty-eight, entitled an act to incorporate the town of
Blackstone, in Nottoway county, Virginia, be amended and re-enacted
so as to read as follows:
§ 3. The officers of said town shall consist of a mayor and seven coun-
cilmen, who shall constitute the council of said town, except that the
mavor shall have no vote in said council unless there is a tie; a sergeant
and such other officers as the council shall deem necessary. The terms
of the mayor and councilmen shall be for one year, commencing on the
first day of April next succeeding their election, except the officers
elected in nineteen hundred, whose term shall commence on the first
of July of that year and expire on the first of April, nineteen hundred
and one. The terms of the officers elected by the council shall com-
mence on the first of the month succeeding their election, and shall
be for one year. The council shall have power to fill all vacancies that
may occur in their own body, or the mayoralty, or in any office it may
have created, and such election shall be for the unexpired term. All
oflicers elected by the people or the council shall be qualified electors of
the town, and shall continue in office until their successors have been
elected and qualified.
$+. An election for mavor and councilmen shall be held on the
fourth Thursday in March of each year; and at every election after the
election of nineteen hundred there shall be submitted to the voters
of the town the question of whether there shall be license to sell wine,
ardent spirits, malt liquors, or any mixture of any of them during the
next vear, commencing on the first day of May, and upon cach ballot
shall be written:
For liquor license.
Against liquor license.
And if there shall be a majority of the votes cast for license, the com-
mon council shall grant Heense. And if the majority shall be against
license, the council shall not grant. such license during the next lic ‘ene
$5. It shall be the duty of the county court of Nottoway county,
at its regular term in March, nineteen hundred, and at its February
term, and every three years thereafter, to appoint a qualified voter of
said town as registrar, to register, according to state law, at any time,
except as herein otherwise provided, In a special - registration book
provided for the purse, and the citizens of said town, as hereafter set
forth, who shall apply to him to be registered. On the twelfth and
eleventh days preceding any regular election under this charter, it
shall be his duty to sit two days for the purpose of registering voters,
and from sunset of the eleventh day preceding each election, to sunrise
of the day following such election, no name shall be entered upon such
registration book: provided, that anv person holding a transfer from anv
other voting place im this state may be registered, within said town: such
registrar shall be entitled to a compensation of two dollars per dav for
each dav he shall sit. under this charter, and im addition thereto, to ten
cents per name for each name he shall enter upon such registration book
on any other dav than the regular registration days, which compensation
shall be paid cut of the town treasury. Tt shall be the duty of such revis-
(rar to give notice of the davs he shall sit to register voters, under this
charter, by posting notices at three or more public places in said town,
for not Jess than three davs preceding the sitting in Mareh, nineteen
hundred; and for not Jess than ten days in any subsequent vears: and
five days previous to any election, he shall post in a conspicuous place
in said town a list of all voters who have been recistered since the last
preceding election.
2. This act shall be in force from its passage.
