Chap. 1071.—An ACT for the relief of W. C. Layman, a disabled Confederate
soldier.
Approved March 7, 1900.
Whereas W. C. Layman, a disabled Confederate soldier, of company
F, fifty-first resiment of Virginia infantry, was a true and gallant
soldier during the late war, was loyal to Virginia; and
Whereas he is now suffering from the followi ing disability—to wit:
Tuberculosis of the lungs, with cavity in the apex of the left lung,
accompanied with hemorrhage, resulting from disease contracted while
in the service, and has rendered him as much disabled for manual
labor (his only means of support) as though he had lost a limb; there-
fore,
1. Be it enacted by the general assembly of Virginia, That the
county court of Pulaski county shall examine into the condition of
the above-named W. C. Layman, a Confederate soldier, and should it
be that he was true and loyal to Vi irginia through the war, and that he
is now afflicted and incapacitated for manual labor by reason of said
disease, that he is needy and poor, and should receive aid from Vir-
cinia, and if the county court of Pulaski should send a certificate of
the facts to the auditor of public accounts of Virginia, then the auditor
of public accounts is directed to place the name of W. C. Layman on
the pension list and pay him annually the sum of fifteen dollars on and
after the first day of April, nineteen hundred.
2. This act shall be in force from its passage.
