Chap. 64.—An ACT to amend and re-enact sections 11 and 13 of chapter 94, en-
titled an act to charter the town of Richlands, in the county of Tazewell, in
reference to levy for public schools, &c.

1. Be it enacted by the generaLassembly of Virginia, That sections
eleven and thirteen of chapter ninety-four of an act entitled an act
to charter the town of Richlands, approved January twenty-sixth,
eighteen hundred and ninety-two, acts of assembly eighteen hundred
and ninety-one and two, be amended and re-enacted so as to read as
follows:
§ 11. The council of said town shall be, and is hereby, invested
with the power and charged with the duty to lay and collect and
apply to the maintenance of public free schools in said town an-
nually, not less than twenty nor more than forty cents on the one
hundred dollars of the assessed value of the taxable property in
enid town. The taxable property in said town shall be exempt from
the payment of county levies for road purposes, maintaining the poor
and supporting the public free schools, so long as the said town shall
keep up its own streets, maintain its own poor and levy a special tax
for the support of the public free schools.
§ 13. The council shall cause the streets, alleys, avenues and roads
in said town to be kept in good repair, and for this purpose, and all
other purposes, shall levy annually a tax sufficient for said purposes,
but no tax shall be levied or corporate debt contracted unless by a
two-thirds vote, which vote shall be taken by yeas and nays and re-
corded on the journal. Such tax shall not exceed one dollar and
fiftv cents on the hundred dollars of the assessed value of the tax-
able property in said town.
2. This act shall be in force from its passage.
