Chap. 517.—An ACT to amend and re-enact section 2 of chapter 1, and section
3 of chapter 5, of an act of the general assembly of Virginia, approved Feb-
ruary 29, 1892, entitled an act to provide a new charter for the town of Gra-
ham, in the county of Tazewell.

1. Beitenacted by the general assembly of Virginia, That section
two of chapter one, and section three of chapter five, of an act of
the general assembly of Virginia, entitled an act to provide a new
charter far the tawn af Graham in the eonnty af Tazewell annroved
February twenty-ninth, eighteen hundred and ninety-two, be
amended and re-enacted so as to read as follows:
§ 2. The boundaries of said town shall be: Beginning on top of
the stony ridge at the northeast corner of the lands of J. B. Greever;
thence in a southerly direction, crossing Wright’s valley with the
west line of the West Graham land and improvement company to
the southwest corner of the same; thence in an easterly direction
with the south line of the same to the land of Harriet Tabor and J.
F. Dudley; thence in a northerly direction with the line of said
Tabor and Dudley to Tazewell avenue; thence with the lines of
said land, in an easterly direction, to the land of the Graham land and
Improvement company; thence with the line of same to the land of
J. F. Dudley; thence in an easterly direction with lines of same to
the land of W. M. Sanders; thence in a general easterly direction
with the several north lines of said Sanders to the state line; thence
in a northerly direction with said state line to the northeast corner
of the land of the Graham Linkland improvement company; thence
in a westerly direction with the north line of the said Graham Link-
land improvement company to the northeast corner of the land of
the Graham land and improvement company; thence in a general
westerly direction with the north line of said Graham Jand and im-
provement company to the northeast corner of the lands of the
West Graham land and improvement company; thence in a west-
erly direction with the top of the stony ridge and the several north
lines of the said West Graham land and improvement company to the
beginning.
§ 3. For the execution of its powers and duties, the town council
may raise taxes annually by assessments in said town on all subjects
taxable by the state such sums of money as they shall deem neces-
sary to defray the expenses of the same, and in such manner as they
shall deem expedient (in accordance with the laws of this state and the
United States) : provided that no tax on real or personal property insaid
town shall exceed one dollar and fifty cents on the one hundred dol-
lars’ assessed value thereof. The persons and property within the
limits of said town shall be exempt from the payments of county
levies for road purposes, for maintaining the poor and for support-
ing the free schools so long as the said town shall keep up its own
streets, maintain its own poor and levy a specific tax for the support
of its public free schools. It is also provided that if the council
deems it expedient, it may provide, by a resolution passed by three-
fourths of the entire council, that no corporation tax shall be levied
on machinery, implements, money and capital of any manufacturing
establishment actually in use for manufacturing purposes within the
said town for a period not exceeding ten years.
2. This act shall be in force from its passage.
