Chap. 5.—An ACT to authorize the city of Winchester to increase its public
ebt.
Approved December 16, 1893.
Whereas it 1s desired by the common council of the city of Win-
chester in order to provide for its maturing bonds, viz.: those fall-
ing due the first day of January, eighteen hundred and ninety-
four, to the amount of fifteen thousand dollars, and bearing interest
at the rate of eight per centum per annum; those falling due the
first day of January, eighteen hundred and ninety-five, to the amount
of seven thousand five hundred dollars, bearing interest at the rate
of seven per centum per annum, and those falling due the first day
of January, eighteen hundred and ninety-six, to the amount of
twenty-two thousand and five hundred dollars and bearing interest
at the rate of six per centum per annum, to issue such bonds as may
be necessary to provide for the maturing obligations aforesaid, to be
sold or exchanged or sold in part and exchanged in part; and in
carrying said purpose into effect there may result for the time being
an increase of the public debt of the said city:
1. Be it enacted by the general assembly of Virginia, That the
city of Winchester is hereby authorized and empowered to increase
its bonded debt so far as it may be necessary to do so for the pur-
poses set forth in the preamble of this act and for none other, and tc
that end to issue its bonds at such times, under such conditions and
restrictions, of such denominations, bearing such rate of interest not
exceeding six per centum per annum, to be identified by the signa-
ture or signatures of such officials and in all other respects as shall
have been or may hereafter be provided before the issuing of said
bonds by the common council of said city by ordinance. But said
bonds shall not be sold for less than their par value, and shall not
nor shall their proceeds be used for any other purposes than those
set forth in the preamble of this act.
2. This act shall be in force from its passage.
