water or their tributaries, in Franklin county, with hack or fall traps
nets, seines, fish berries, dynamite or in any other manner than with
hook and line; and any person violating this act, upon conviction
thereof, shall be fined not less than ten nor more than twenty dol.
lars, one-half of which fine shall go to the informer.

2. This act shall be in force from its passage.
