Chap. 18.—An ACT authorizing the board of supervisors of Bedford county to
apply the proceeds of certain judgments belonging to the said county in im-
proving the public roads of the said county, and authorizing the said board
to raise money with the aid of the said judgments, and to sell or assign the
same for cash or as collateral.

Whereas the board of supervisors of Bedford county desire to
raise money for the improvement of the public roads of the said
county; and
Whereas there are now due the said county five solvent judgments,
amounting, principal and interest, to the sum of about eight thousand
dollars, recovered in the name of James L. Arthur, treasurer of said
county, against John G. Kasey, late treasurer, and his sureties, which
judgments are applicable, in part, to general county purposes, and
in part to district school purposes; and
Whereas the deficiency for which the said judgments were recov-
ered has been made good to the several funds by taxation; and
Whereas the said board desire to apply the proceeds to be derived
from the said judgments to the improvement of the said public
roads: now, therefore,
1. Be it enacted by the general assembly of Virginia, That the
board of supervisors of the county of Bedford be, and they are hereby,
authorized and empowered to collect all money derived from the
said judgments, whether the same be on account of money due the
general county or district school funds or otherwise, and apply the
said money towards the improvement of the public roads of the said
county.
2. That the said board of supervisors, in order to avoid the delay
of awaiting collection of the said judgments, be, and they are hereby,
authorized and empowered to raise forthwith, by means of the said
judgments or with the assistance of the same, any money needed by
them for the improvement of the said public roads; and to that end
they are hereby authorized and empowered to issue their warrant or
warrants for any amount or amounts they may desire, not exceeding
in the aggregate the said amount of eight thousand dollars; said
warrants to be payable when the said board may designate, and to
borrow money on the same; and by resolution of said board to transfer
and assign any or all of the said judgments as collateral to any or all
of the said warrants tosecure payment of the amount or amounts so
borrowed, or the said board may, by resolution, sell or assign any or
all of the said judgments for cash.
3. This act shall be in force from its passage.
