CHAP. 704.—An ACT to provide for the collection, arrangement
and display of the products of the state of Virginia at the
World’s Columbian exposition of 1893.
Approved March 4, 1892,
Whereas the congress of the United States has provided,
by an act approved April twenty-fifth, eighteen hundred
and ninety, for celebrating the four hundredth anniver-
sary of the discovery of America by Christopher Colum-
bus, by holding an international exhibition of arts, in-
dustries, manufactures, and the products of the soil, mine,
and sea, in the city of Chicago, in the state of Illinois,
in the year eighteen hundred and ninety-three; and
_ Whereas it is of great importance that the natural re-
sources, industrial development, and general progress of
the state of Virginia should be fully and creditably dis-
played to the world at said exposition; therefore,
1. Be it enacted by the general assembly of Virginia,
That for the purposes of exhibiting the resources, pro-
ducts, and general development of the state of Virginia
at the World’s Columbian exposition of eighteen hundred
and ninety-three, a commission is hereby constituted, to
be designated, the board of world’s fair managers of Vir-
ginia, which shall consist of ten residents of the state of
Virginia, one from each congressional district of the state,
to be organized and continue its duties as hereinafter
provided.
2. The two World’s Columbian commissioners and the
two lady managers of the World’s Columbian commis-
sion of Virginia, as appointed pursuant to act of congress,
shall be ex-officio members of the board of world’s fair
managers of Virginia.
3. The said members of the board shall be appointed by
the governor within thirty days after the passage of this
act, and said board shall meet for organization at such
time as the governor may appoint, and organize by the
election of a president, a vice-president, a secretary aud a
treasurer, and the offices of secretary and treasurer may be
filled by the same person, who may or may not be a mem-
ber or members of aaid board.
4. The treasurer of said board shall give a bond to the
state in the sum of ten thousand dollars, with one or more
sureties, to be approved by the governor, for the proper.
performance of his duties. Seven of the male members of
said board may constitute a quorum for the transaction of
business.
5. The board shall have power to make rules and regula-
tions for its own government: provided such rules and
regulations shall not conflict with the regulations adopted
under the act of congress for the government of said
World's Columbian exposition, and may appoint an execu-
tive committee of five of its members, to whom may be
delegated such powers as the board may deem proper. Any
member of the board may be removed at any time by the
governor for cause. Any vacancy which may occur in the
membership of the board shall be filled by the governor.
6. The members of the board of world’s fair managers
of Virginia, appointed under this act who are not officers
thereof, shall not be entitled to any compensation for their
services out of the fund herein appropriated, except their
actual necessary expenses incurred while engaged in the
business of the board. The said board of managers is
authorized to appoint two executive commissioners, one
of whom shall be a practical business man, and whose
duties shall be the collection and transportation of ex-
hibits, et cetera, to said fair, and the other a man of sci-
entific attainments, whose duty shall be to superintend
the arrangement, classification, exhibition and advertise-
ment of the articles sent to Chicago for exhibition pur-
poses; and also one lady assistant to take charge of the
ladies’ work; and the said board shall fix the salaries of
these officers, and no other salaries are to be paid other
than those of the secretary and treasurer.
7. The board of world’s fair managers of Virginia shal]
have authority to take all needful steps to secure a com-
plete and creditable display of the interest of the state at
the World’s Columbian exposition of eighteen hundred and
ninety-three, and to have charge of the solicitation, col-
lection, transportation, arrangement and exhibition of the
objects sent under the authority of the state to the said
exposition, and of such objects sent by the counties, cities
and towns of the state, or by individual citizens, corpora-
tions, institutions, et cetera, of the state, as may be by
them placed in their charge; and to have prepared and
distribute at the world’s fair such maps, charts, hand-
books and other descriptive representations of the resources
and advantages of the state as with the aid of the com-
missioner of agriculture of the state, or otherwise, they
shall be able economically to provide as they shall deem
important and useful to attract the public attention to the
state and its superior advantages. And the said board
shall have charge of the interest of the state and its citi-
zens in the preparation and exhibition at the World’s
Columbian exposition of eighteen hundred and ninety-
three, of the natural and industrial products of the state,
and of objects illustrating its history, progress, moral and
material welfare and future development, and all other
matters relating to the said World’s Columbian exposi-
tion; it shall communicate with the officers of, and obtain
and disseminate through the state, all necessary informa-
tion regarding said exposition, and in general have and
exercise full authority in relation to the participation of
the state of Virginia and its citizens in the World’s
Columbian exposition of eighteen hundred and ninety-
three.
8. The said board shall make a report of its proceedings
and expenditures from time to time to the governor, and
at any time upon his written request, which he may trans-
mit to the legislature, together with such suggestions as
he may deem important regarding provision for a com-
plete and creditable representation of the state at the
World’s Columbian exposition of eighteen hundred and
ninety-three.
9. It shall be lawful for the counties, cities or towns of
the state, through the respective boards of supervisors of
such counties and the common council or other proper
municipal authorities of such cities or towns, to make
such appropriations and expenditures as they shall deem
proper and useful in aiding the people of their respective
counties, cities and towns to prepare for and participate
in said exposition at Chicago. And the boards of super-
visors or other proper municipal authorities are hereby
authorized and empowered to levy and collect such amounts
as shall be deemed necessary for the purpose named, and
to direct the application and disbursement thereof as they
shall deem best to effectuate the object in view; and the
board of world’s fair managers of Virginia shall have
authority to receive and exhibit any objects for exhibition
or advertising matter furnished by any such county, city
or town, and shall disburse any money placed in its hands
by any such county, city or town for the benefit of such
exhibit made by said county, city or town.
10. There shall be also appointed by the governor one
man and woman from each county and city of the state,
who shall constitute an auxiliary board, who shall! assist
the board of world’s fair managers of Virginia in their
work in the various counties and cities of the state in
such manner as shall be found practicable and useful,
and as shall be designated or suggested by the said board
of managers; and said auxiliary board may be convened
by the president of the board of managers and may or-
ganize by the election of a president and other officers,
and the appointment of such committees for the distri-
bution and dispatch of their work as shall appear expe-
dient. Members of the auxiliary board shall receive no
compensation for their services nor any allowance on
account of expense.
11. This act shall be in force from its passage.
