CHaP. 599.—An ACT for the relief of James M. Dillard deputy
treasurer of district, of Caroline county, under J. R. Rich-
erson, former treasurer of said county.
In force March 2, 1892.
Whereas it appears from the papers and proceedings in
a certain suit in chancery now depending in the circuit
court of Caroline county under the name and style of * Dick-
inson's administrator vs. Dillard, and so forth,” and from
other testimony and proof not adduced before us that said
James M. Dillard, deputy treasurer, and so forth, as afore-
said, hath been embarrassed in his defence in said suit by
reason of his confession of judgment to J. R. Richerson,
treasurer; and that said Dillard inconsistently made such
confession of judgment for tax claims which he, as such
deputy treasurer, had only failed to collect upon lands in
his district which have been since sold as delinquent for
the benefit of the commonwealth; and whereas it also ap-
pears by and from said papers and proceedings that the
debt to the school board and board of supervisors, for
whose benefit said confession of judgment was thus incon-
siderately given, has been fully paid off and discharged,
and it being more than doubtful as to whether the com-
monwealth has any claim upon or lien against the pro-
perty of said Dillard; therefore,
1. Be it enacted by the general assembly of Virginia,
That the lien, if any there be, and the claim of the com-
monwealth for said uncollected tax bills, if any she have,
be, and the same is hereby, remitted and released.
2. This act shall be in force from its passage.
