CHAP. 545.—An ACT to amend and re-enact section 21 of the
charter of the city of Richmond in relation to publication of
city ordinances.
Approved March 1, 1892.
1. Be it enacted by the general assembly of Virginia,
That section twenty-one of the charter of the city of Rich-
mond be amended and re-enacted so as to read as follows:
: § 21. No ordinance hereafter passed by the city council,
for the violation of which any penalty is imposed, shall
take effect until the same shall have been published for
five days consecutively in one of the daily newspapers of
said city, to be designated by the said council: provided,
however, that the requirement shall not apply to an ordi-
nance merely granting to a person some individual right
or privilege, nor to any ordinance reordained, or amended
and reordained in or by compilation or codification of
said ordinances. A record or entry made by the clerk of
said city, or a copy of such record or entry duly certified
by him, shall be prima facie evidence of the time of such
first publication; and all laws, regulations, and ordinances
of the city council may be read in evidence in all courts
of justice, and in all proceedings before any officer, body,
or board in which it shall be necessary to refer thereto,
either from a copy thereof certified by the clerk of said
city, or from the volume of ordinances printed by the
authority of the city council.
2. This act shall be in force from its passage.
