CHAP. 493.—An ACT to amend and re-enact an act entitled an
act to incorporate the Fredericksburg street railway company,
approved April eleventh, eighteen hundred and eighty-seven.
Approved February 29, 1892.
1. Be it enacted by the general assembly of Virginia,
That George H. Carpenter, George W. Silsby, Joseph B.
Ficklen, Hans A. E. C. Von Schon, and William S. White,
and their associates, successors, and assigns, be, and are
hereby, constituted a body corporate and politic, by the
name of the “Fredericksburg street railway company,”
and as such may have all the privileges, franchises and
immunities applicable to such a corporation.
2. The said company shall have the power and authority
ig construct, equip, maintain, and operate a street railway
along the streets of Fredericksburg, with the consent of
the common council of said city, and into any adjoining
county, on the county roads of said county, with the con-
sent of the county court of said county.
3. It shall be lawful for the said company to transport
passengers, freights, and baggage over the lineof their rail-
way, and to collect fares and tolls for the same.
4. The capital stock of the said company shall not be
less than five thousand dollars, or more than one hundred
thousand dollars, divided into shares of one hundred dol-
lars each. Stockholders shall be entitled to one vote for
each share of stock held by them.
5. The said company may acquire and own‘real estate in
the city of Fredericksburg and adjoining counties not to
exceed one hundred acres, and the principal office shall be
in Fredericksburg.
6. Said company shall have the power and authority to
lease its said road, to borrow money for the uses of the cor-
poration, and to secure such loans by deed of trust or
mortgage on all or part of its estate, franchises, or income,
and to make and adopt such rules, regulations, and by-
laws as may be necessary for the successful operation of
said company, and generally to do any and all acts ex-
pedient and necessary for the practical working and main-
taining of said company: provided the same shall not con-
flict with the laws of this state or the United States, or any
ordinances of the city of Fredericksburg.
7. Said company shall have power to receive subscrip-
tions for stock, to give certificates for same, and when five
thousand dollars of stock shall have been subscribed for,
then said company may proceed to organize in the mode
usually adopted by such companies. Stockholders shall
only be liable to the extent of stock held by them.
8. The said company shall have the power to purchase
the charter, property rights, franchises, privileges, and
stock of the Rappahannock electric light and power com-
pany or such other electrical companies in Fredericksburg
as it may deem necessary and consolidate the same, issuing
an amount of capital stock equal to the maximum amount
authorized by the several charters, or to own, build, equip,
maintain, and operate an electric railway, light, power,
and heating plant for the purpose of supplying light,
power, and heat to houses, streets, factories, and such
other persons or business enterprises as may desire the
same in the city of Fredericksburg and adjoining counties.
9. The said company shall have the power to build,
equip, own, and operate a telephone plant, exchange, and
line in the city of Fredericksburg and the adjoining coun-
ties.
10. The corporators named herein shall constitute the
board of directors for the first year, who shall, upon the
organization of the company, elect its officers and manage
the affairs of said company for the first year.
11. All dues and demands due the commonwealth shall
be paid in lawful money of the United States, and not in
coupons.
12. This charter shall be subject to repeal or amendment
at the pleasure of the general assembly.
13. All acts or parts of acts inconsistent with this act
are hereby repealed.
14, This act shall be in force from its passage.
