Chap. 265.—An ACT to amend and re-enact section 21 of an act
approved March 3, 1890, entitled an act to provide a new charter
for the town of Liberty to extend its limits, and to change its
name to Bedford City and validate bonds already issued by the
town of Bedford City.

1. Be it enacted by the general assembly of Virginia,
That section twenty-one of an act approved March third,
eighteen hundred and ninety, entitled an act to provide a
new charter for the town of Liberty, to extend its limits,
and to change its name to Bedford City, be amended and
re-enacted so as to read as follows:
§ 21. The mayor and council, by the name and for the
use of the town of Bedford City, may, when in their
opinion the necessities of the town require it, contract
loans, and for that purpose may make, issue, and sell, for
and on behalf of said town, the bonds of said town, either
registered or coupon, and may at any time in the discre-
tion of the council, and under such rules and regulations
as it may prescribe, exchange registered bonds for coupons
bonds or coupon bonds for registered bonds, whether said
bonds have been heretofore or may be hereafter issued.
But no such loans shall be contracted for the use of the
said town until the same shall have been first authorized
by a majority of the qualified voters voting and three-
fifths of the freeholders voting at any election to be held
by the direction of the mayor and council for the purpose
of ascertaining the sense of the voters of the town con-
cerning such loan: provided, however, that the debt of
the town shall not at any time exceed the limit prescribed
by section one thousand and thirty-nine of the code. All
bonds heretofore issued by the town of Bedford City under
said act of March third, eighteen hundred and ninety,
whether registered or negotiable coupon bonds, and al]
such bonds made in pursuance of said act, but not already
issued, are declared valid.
2. This act shall be in force from its passage.
