1. Be it enacted by the general assembly of Virginia

der the name and style of “ Crystal Spring street railway
company.”
2. The said company shall have full power and author.
ity to construct, equip, maintain and operate a street rail.
way along the streets of the city of Roanoke, with the
consent of the common council of said ‘city, and to any
point within the county of Roanoke, with the consent ot
the county court thereof.
3. It shall be lawful for said company to transport pas.
sengers, freight, and baggage over the line of their rail
way, and to collect fares and tolls for the same, and ma;
use horse, steam, or electrical power to propel the cart
upon its road.
4. The capital stock of said company shall not be less
than ten thousand dollars, nor more than one hundrec
thousand dollars, divided into shares of one hundred dol
lars each.
5. The said company may acquire and own real estat
not to exceed one hundred acres, and shall always have
its principal office in the city of Roanoke.
6. The said company shal! have power and authority te
sell or lease its road, machinery, and plant, and to bor
row money for the use of the corporation, and to secur
such loans by deed of trust or mortgage on all or a par
of its estate, franchise, or income.
7. The following named persons shall constitute th
board of directors, and until their successors are elected by
the stockholders, shal] manage the affairs of the company:

and A. S. Asbury.
8. And whereas a charter of incorporation was granted
to the above named incorporators hereinbefore named, by
the judge of the hustings court of the city of Roanoke,
on the fourteenth day of May, eighteen hundred and
ninety, under the same name, for the same purposes, and
to the same effect as is granted by the foregoing sections
of this act; and whereas some doubts. have been sug-
gested as to whether the judge of said court had the power
to grant said charter; now, therefore, for the purpose of
settling such doubts, and to cure all defects in the pro-
ceedings and transactions of said company—
9. Be it enacted by the general assembly of Virginia,
That all acts, proceedings, transactions, contracts and
agreements done and entered into by the aforesaid parties
in the name of the Crystal Spring street railway company,
and all titles and rights of every kind whatsoever by said
company under its charter not otherwise illegal or incon-
sistent with the laws of this state, from and after the said
fourteenth day of May, eighteen hundred and ninety, shall
be held and taken to be and to have been from the date
aforesaid of the same force, virtue and effect in all respects
as if said charter was clearly and in every respect cer-
tainly valid, and no doubt had ever been suggested as to
the lawful authority thereof and as if the said charter had
originally been granted by an act of assembly of this
state.
10. This charter is granted upon the condition that the
company aforesaid shall pay all its taxes, levies and dues
due to the state, or which may hereafter be assessed against
it, in lawful money of the United States, and not in
coupons.
11. This act shall be in force from its passage.
