Chap. 88.—An ACT in relation to the control of prisoners in jail.
Approved February 18, 1890.
1. Be it enacted by the general assembly of Virginia,
That it shall be unlawful for any persons other than the
officers of the law in charge of prisoners, the counsel of
the prisoner, or such person or persons as may be author-
ed by the court in whose custody said prisoner may be,
)hold any communication ky word, sign, or writing,
ith said prisoner or prisoners confined in any jail in the
ommonwealth of Virginia, except in the presence of the
heriff or his deputies, or any one who may have control
of the said prisoner or prisoners, and any person violating
this act shall be deemed guilty of a misdemeanor, and
upon conviction thereof be fined not less than five nor
more than twenty dollars.
2. This act shall be in force from its passage.
CHapP. 84.—An ACT for the relief of the farmers of Virginia.
Approved February 18, 1890.
1. Be it enacted by the general assembly of Virginia,
That it shall be the duty of the chemist appointed by the
commissioner of agriculture to analyze, free of charge,
specimens of soil sent to him from any county, and fur-
nish an analysis thereof; and in connection therewith he
shall recommend what class of fertilizers each of said
specimens of soil may need for the most successful pro-
duction of the different staple crops.
2. This act shall be in force from its passage.
Chap. §.—An ACT to amend section 2086 of the code of 1887, in
relation to license of residents to fish with purse-net, pound-
net, &e.

1. Be it enacted by the general assembly of Virginia,
That section two thousand and eighty-six, chapter forty-
six of the code of eighteen hundred and eighty-seven he
amended so as to read as follows:
$2086. Residents of this state desiring to fish with a
pound-net, purse-net, fyke, or weir in any of the waters
of this state wherein and during the time within which
such fishing is not declared to be unlawful, shall apply to
the clerk of the court of the county within the jurisdic-
tion where the net, fyke or weir is to be used, and state on
oath the true name of the persons owning the same, or to
be interested in fishing therewith, that they are and have
been for the twelve months next preceding residents of
this state; the place at which the net, fyke or weir is to
be located; that they will not take or catch fish with any
non-resident; that the net, fyke or weir is not held by
any agreement or intention to return the same at an.
subsequent time to a non-resident, and that no non-res1
dent has a lien thereon; and that during the period o
the license they will not violate any of the laws of th
state in regard to the taking or catching of fish. Th
clerk shall thereupon grant a license to use such net, fyk
‘or weir, and state in such license the names of the per
sons owning and interested in the same, and the place a
which it is to be located or used. The license requirec
by this act shall conform to the time for lawful fishing ir
the various waters of the commonwealth, and shall be i1
force for such time of lawful fishing, and for grantins
same the clerk shall receive one dollar.

Chap. 88.—An ACT to extend the time for making returns of
serssinents for the city of Richmond and for the county of
Henrico.

1. Be it enacted by the general assembly of Virginia,
That the judges of the hustings court of the city of Rich-
mond and of the county of Henrico are hereby author-
ized and empowered, each in his respective city and
county, in their discretion, to extend the time of making
the returns of the assessments for the city of Richmond
and the county of Henrico until September first, eighteen
hundred and ninety, of the assessment provided for under
chapter twenty-three of the code of Virginia.
2. That the time for application to the judge of the
hustings court in the city of Richmond and to the county
judge of Henrico, in said county, for correction of assess-
ments be extended to December the thirty-first, eighteen
bundred and ninety, in said city of Richmond and county
of Henrico.
3. This act shall be in force from its passage.
