CHaP. 204.—An ACT to amend section 3933 of the code for the
ernment of persons consigned to chain gangs, established
y order of the council of any city or town by the board of
supervisors of a county, or by the judge of a county or corpora-
tion court of any county.

1. Be it enacted by the general assembly of Virginia,
That section thirty-nine hundred and thirty-three of the
code of eighteen hundred and eighty-seven be amended
80 as to read as follows:
¥3933. The board of supervisors of any county or judge
of a county or corporation court shall establish rules and
regulations for the care, safe-keeping, and government of
persons employed in chain gangs; provide for the pay-
ment of their expenses and furnish them the necessary
clothing, to be paid out of their city, town, and county
treasuries, respectively, and in the event such person or per-

obey the rules and regulations prescribed for their government,
the same may be enforced by the infliction of such corporal pun-

chase by the United States of certain real estate in the county
of Norfolk, and exempting the same from taxation.

Whereas it has been represented to the general assem-
ly that 1t may be desirable for the United States to
cquire by purchase a piece or parcel of land in Norfolk
punty, bn the Elizabeth river, immediately opposite to
he Gosport navy-yard, known as “Cedar Grove,” for the
onstruction of a wet dock, and for naval purposes—
1. Be it enacted by the general assembly of Virginia,
‘hat the consent of this commonwealth be and is hereby
iven to said purchase; and when the same shall have
een made, jurisdiction is hereby eeded to the government
f the United States, so that congress and the authorities
yf the federal government shall have all lawful power and
‘ontrol over and in the same, as is specified in the seven-
teenth clause of the eighth section of the first article of
the constitution of the United States: provided, however,
that the consent herein given shall not extend to the pur-
chase or acquisition of more than sixty acres of land for
the purposes aforesaid; and provided further, that the
state retains jurisdiction over the same in all matters rela-
ting to the violation of the laws of this state to the execu-
tion and service of all process issued by or from the courts,
magistrates, or other state officers in pursuance of law,
and in all other matters not incompatible with the consent
herein given, and the rightful authority of the United
States thereby acquired or to be acquired under this act.
2. If the government of the United States shall fail to
make the purchase specified in the preceding section, and
for the purpose therein designated, within four vears from
the passage of this act, then this act shall cease to be of
any force or effect, and the full, complete, and undivided
jurisdiction over the same shall revert to and vest in this
commonwealth as if it had not been passed.
3. The said real estate, and the buildings or structures
that may be erected therein, are hereby exempted from
any tax to be imposed by this state, or the constituted
authorities of Norfolk county, so long ag the same shal!
be held and used by the general government for the pur-
poses hereinbefore mentioned, and no longer.
4. This act shall be in force from its passage.
CHapPp. 208.—An ACT for the relief of the securities of O. B.
Thomas, deceased, late treasurer of Fluvanna county, Virginia.

1. Be it enacted by the general assembly of Virginia,
That the auditor of public accounts be, and he is hereby,
authorized and directed to receive from Robert S. Camp-
bell, 5.5. Mosbey, James E. Desper, John J. White, Eliaa
W. King, B. I. Haden, James H. Anderson, R. F. George, R.
J. Howard, J. 8S. Farrar, D. I. King, E. B. Kidd, I. J. Seay,
J. J. Flannagan, Charles E. Jones, William T. Walker,
James E. Scruggs, Joseph T. Kidd, C. T. Kidd, A. S. Burgess,
C. 8S. Irving, R. H. Williams, Thomas Cleveland, and
James O. Shepherd,survivors of themselves and John Bragg,
deceased, securities of O. B. Thomas, deceased, late treas-
urer of Fluvanna county, or from any one or more of
them, bonds of the state of Virginia with all the matured
and unpaid coupons attached thereto, issued under the act
approved February the fourteenth, eighteen hundred and
eighty-two, entitled an act to declare Virginia’s equitable
share of the public debt, and so forth, at the face value
of such bonds, and the matured coupons attached thereto,
in satisfaction of nine thousand four hundred and eighty-
three dollars and eighty-one cents, due by them, or by
any one or more of them, as surety as aforesaid ; provided,
such bonds shall only be so received within two years from
the passage of this act.
2. This act shall be in force from its passage.
