CHAP. 68.—An ACT to incorporate the Washington, Alexandria
and Fairfax railway company.
Approved January 20, 1890.
1. Be it enacted by the general assembly of Virginia,
That Robert J. Thomas, Louis C. Barley, John Critcher,
junior, Frederick R. Windsor, and Washington Danen-
hower, their successors and associates, be, and they are
hereby, constituted a body corporate and politic, named
and styled as the Washington, Alexandria and Fairfax
railway company.
2. The capital stock of said company shall be not less
than two hundred thousand dollars nor more than one
million dollars, to be divided into shares of one hundred
dollars each.
3. The said company shall have power and authority to
construct, equip, and operate a railroad from some point
on the Potomac river, in Alexandria county, opposite the
city of Washington, between the aqueduct and long
bridges inclusive, thence through the said county of Alex-
andria to the city of Alexandria, with the privilege of a
turnout from said road to a point in the said county of
Alexandria at or near Arlington, thence through the
streets of the said city of Alexandria, with the consent of
the common council of the said city of Alexandria, thence
through the counties of Alexandria and Fairfax to a point
in Fairfax county at or within eight miles of Accotink, by
such route as the said company may adopt. If said com-
pany crosses Mount Vernon avenue it shal] be above the
grade of said avenue.
4. It shall be lawful for said company to transport pas-
sengers, freight and baggage and the mails of the United
States, and to collect fare and tolls for the same. The
said company may use horse, cable, steam, compressed air,
or electric power to propel the cars on said road.
5. The said company shall have power to acquire and
hold such real estate and personal property as may be
necessary for the proper carrying out of the purposes and
business of said company, and shall have power to enter
upon and cause to be condemned such land as may be
needed for said purposes, as prescribed by law for the
condemnation of lands for works of internal improve-
ment: provided, however, that the said company shal] not
enter upon the lands of the Ladies’ Mount Vernon Asso-
ciation without the consent of said association.
6. The said company shall have power and authority to
lease its said road, to borrow money for the use of the cor-
poration, to issue its bonds or notes for the same, and to
secure such bonds by deeds of trust or mortgage on all or
a par of its property and franchises.
. The incorporators herein named may proceed at once
‘to receive subscriptions to the stock of said company.
8. All taxes due by said company shall be paid in law-
ful money of the United States and not in coupons.
9. This act shall be in force from its passage.

erate Veterans, department of Virginia,

1: Be it enacted by the general assembly of Virginia,
That the association known as the grand camp confederate
veterans, department of Virginia, composed of the follow-
ing members—to wit: General John R. Cooke, Major N. V.
Randolph, Colonel Thomas A. Brander, Colonel! W. P.
Smith, Major R. Taylor Scott, Captain J. W. Maxwell, J.
W. Thomas, C. T. Loehr, and J. C. Krockee, of Richmond,
Virginia; Colonel J. F. Cecil, Colonel L. D. Starke, Judge
T. 8. Garnett, Captain Washington Taylor, Major Charles
Pickett, Major W.E. Foster, Doctor J. W. Thomas, Major
C. A. Nash, and Colonel E. M. Henry, of Norfolk, Virginia;
Colonel C. T. Phillips, Colonel W. H. Stewart, Major J. F.
Crocker, Maior W. J. Richardson, Captain J. M. Binford,
J. T. Baird, G. F. Edwards, and Reverend J. D. Powell, of
Portsmouth, Virginia; Colonel C. F. Collier, Colonel H.
R. Smith, F. H. Archer, George S. Bernard, and G. W. Hall,
of Petersburg, Virginia; Colonel D. M. Lee and Captain
J. G. Mason, of Fredericksburg, Virginia; Colonel W. A.
Smoot, Frank Hume, and Edward Warfield, of Alexandria,
Virginia; Colonel E. V. White, Captain J. H. Alexander,
and Captain John Gray, of Leesburg, Virginia; Colonel
Kirk Otey, Colonel C. M. Blackford, and James E. J. Lee,
of Lynchburg, Virginia; Colonel E. P. Reeve, Captain
A Jennings, Captain C. T. Loehr, and Captain Peter Mc-
Curdy, of Richmond, Virginia, and such others as they
may associate with them, and their successors, be, and it is
hereby, created a body politic and corporate, under the
name of the grand camp confederate veterans, department
of Virginia.
2. The said corporation may have a corporate seal,
which it mayealter at will; may sue and be sued, implead
and be impleaded, and pass such laws, rules and regula-
tions for its conduct and government as may not. be incon-
sistent with the laws of this state or of the United States.
3. The object of the association shall be to perpetuate
the memory of fallen comrades, to aid needy and suffering
survivors, and to cultivate a fraternal spirit towards all
true soldiers, whether they wore the blue or the gray, who
have buried the animosities of the war.
4. The said corporation may acquire and hold property,
real and personal, as may be necessary and useful for its
purposes.
5. The said corporation shall have the right to receive
donations from states, societies, corporations, and indivi-
duals.
6. Said association may have the right to issue charters
to similar associations or canipe to operate under this
charter.
7. The following named persons shall be the officers of
the said corporation: E. M. Henry, grand commander; J.
R. Cooke, past grand commander; Charles F. Collier, first
lieutenant grand commander; C. W. Murdaugh, second
lieutenant grand commander; E. P. Reeve, third lieuten-
ant grand commander; Charles Pickett, adjutant-general ;
J. M. Binford, inspector-general; Washington Taylor,
quartermaster-general; R. B. Stover, surgeon-general; J.
D. Powell, chaplain-general; D. M. Lee and W. A. Smoot,
aides-de-camp to grand commander, until the next regular
election provided or to be provided for by said corporation
and until their successors shall be elected and qualified.
8. This act to be in force from its passage.
