CHAP. 519.—An ACT to allow the Farmville railroad company to
pass across the streets of the village of Powhatan Courthogse,
and to vest the title to right of way in said company.
Approved March 4, 1890.
Whereas the Farmville and Powhatan railroad com-
pany’s line of way passes across the lower end of two of
the streets of the village of Scottsville, now known as
Powhatan Courthouse, in the county of Powhatan, Vir-
ginia, which said village was laid off pursuant to acts of
the general assembly, passed March fifth, eighteen hun-
dred and thirty-four, January second, eighteen hundred and
thirty-three, and prior thereto; and whereas the said rail-
road company is desirous of acquiring title to said line of
way: now, therefore,
1. Be it enacted by the general assembly of Virginia,
That upon payment into the county court of Pow-
hatan, for the use and benefit of said county, of the
amount of compensation for the land taken by said rail-
road for its line of way aforesaid, as ascertained, or to be
be ascertained, by the board of condemnation of lands for
said railroad company in said county, that a fee simple
title to said lands so taken by said railroad company for
its purposes be vested in said railroad company.
2. This act shall be in force from its passage.
C'HAP. 520.—An ACT to amend and re-enact an act, approved
February 24, 1886, entitled an act to authorize the town of War-
renton to erect water-works, and to borrow money therefor.

1. Be it enacted by the general assembly of Virginia,
That the act approved February twenty-four, eighteen hun-
dred and eighty-six, entitled an act to authorize the town
of Warrenton to erect water-works, and to borrow money
therefor, be amended and re-enacted so as to read as
follows:
§1. Be it enacted by the general assembly of Virginia,
That it shall be lawful for the town of Warrenton, Fau-
quier county, Virginia, to provide for supplying said town
and the inhabitants thereof with a suitable and adequate
supply of water; to purchase or condemn lands necessary
for the erection and operation of said water-works, and
all other powers to exercise which may be necessary to
the completion of said works; and, to that end, to borrow
money and issue and negotiate the bonds of said town for
the same, to the extent of twenty-thousand dollars.
§2. Said bonds shall be known and designated as “ War-
renton water-bonds,” and shall be issued in such denomi-
nations, and bear such rates of interest, not exceeding six
per centum per annum, as may be determined by the coun-
cil of said town. The principal of said bonds shall be
payable twenty years from the date of their issue, or upon
the call of said town, at any time after five years from said
date, and the interest shall be payable annually. They
shall bear the corporate seal of said town; shall besigned
by the mayor and countersigned by the recorder thereof,
and shall have printed on the face or back thereof that
they are issued pursuant to the provisions of this act.
Said bonds shall be negotiated or sold in such manner as
may be prescribed by said council, but not at less than
par, nor for.any greater amount than may be necessary for
the purpose aforesaid.
§3. The control and management of said water-works
shall be under the direction of said council, to be exer-
cised by itself or through such committees or agencies as
it may adopt; and said council shall prescribe the rates
of rents to be paid for the use of the water so furnished
by said town; may im»ose fines and penalties for the in-
jury or abuse of said works or property connected there-
with, or for the misusy or abuse of the water privileges
furnished by said town, and may enforce and collect such
water-rents, fines, and penalties, by distress or otherwise,
as said council may determine.
§4. The said council shall provide by suitable ordi-
nance for the payment of the interest on the money bor-
rowed, and for which bonds shall be given as aforesaid,
and for the redemption of the principal by providing a
sinking fund therefor, or otherwise as it may deem best.
§5. For the purpose of erecting, building, enlarging, or
improving said water-works, and laying pipes to or from
the same, said town may acquire, by purchase or other-
wise, and hold such real or personal property, within or
without said town, as may be necessary therefor; and may
have such lands, within or without the town, condemned
by proceeding before the proper ti:ounal having jurisdic-
tion over the same in the manner prescribed by the gen-
eral laws of the state.
2. This act shall be in force from its passage.
