CHAP. 281.—An ACT to enable the board of supervisors of Clarke
cuunty to borrow money and issue bonds therefor.
Approved February 18, 1890.
1. Be it enacted by the general assembly of Virginia,
That the board of supervisors of Clarke county be, and it
is hereby, authorized and empowered to borrow, upon the
credit and faith of said county, a sum not exceeding
seventy-five thousand dollars, and to issue new bonds for
the same, bearing interest at a rate not exceeding five per
centum, payable annually or semi-annually, in lieu of
those outstanding issued by the said board on account of
the le dae of the said county to the capital stock of
the Shenandoah Valley railroad: company ; said new bonds
to be issued in such series and of such denominations and
payable at such times and in such manner as said board
may see fit, and upon such conditions as may be agreed
upon by said board and parties with whom it negotiates,
or as said board may see proper to impose. The board of
supervisors of said county of Clarke shall embrace in its
annual levy a sum sufficient to pay the annual interest on
said bonds, and shall also provide by levy, from year to
year, a sinking fund of not exceeding ten per centum on
every one hundred dollars of taxable property within the
said county, which sinking fund shall be held and applied
to the payment of the principal of said bonds.
2. This act shall be in force from its passage.
CHAP. 282 —An ACT to amend and re-enact section 8 of an act
entitled an act to incorporate the Spotsylvania railroad com-
pany, approved May 24, 1887.

1. Be it enacted by the general assembjy of Virginia,
That section eight of an act entitled an act to incorporate
the Spotsylvania railroad company, approved May twenty-
fourth, eighteen hundred and eighty-seven, be amended
and re-enacted so as to read as follows:
§8. The work on said road shall be commenced within
three years and completed within ten years from the pas-
sage of this act.
2. This act shall be in force from its passage.
CHapP. 283.—An ACT to amend and re-enact section 5 of chapter
67, acts 1887, so as to invest the trustees of High Point academy
with further police power.

1. Be it enacted by the general assembly of Virginia,
That section five of chapter sixty-seven, acts of eighteen
hundred and eighty seven, to incorporate High Point
academy, in the county of Grayson, be amended so as to
read as follows:
85. Be it further enacted, that the trustees of said
academy are hereby conservators of the peace, and in-
vested with such police authority within the grounds of
the said academy and for one mile distance therefrom as
is not inconsistent with the statutes of this commonwealth.
2. This act shall be in force from its passage.
