Chap. 9.—An ACT to amend the charter of the city of Winchester,
and to authorize said city to increase its public debt..
Approved March 23, 1887.
1. Be it enacted by the gencral assembly of Virginia, That
the act entitled an act to amend an act entitled an act to pro-
vide a charter for the city of Winchester, approved April
second, eighteen hundred and seventy-four, approved April
thirtieth, “eightuen hundred and seventy-four, be amended
and re-enacted so as to read as follows:
§5. The muyor, recorder, clerk of the hustings court.
common councilmen, commonwealth’s attorney, city sergeant,
city treasurer, commissioner of the revenue, justices of the
peace, and constable shall all be elected by a general vote of
the citizens of Winchester, who are qualified to vote for
members of the general assembly, and who bave resided in
said city for at least three months next preceding the elec-
tion. An equal number of members of the council and one
justice of the peace of said city, shall be resident of each
ward. All reeular clections for city officers shall be held on
the fourth Thursday in May, and the ofticers clected shall
enter upon their duties on the first day of July succeeding.
All officers of the city sball continue in office until their suc-
cessors have qualified, except in cases of suspension or re-
moval. ‘They shall in every case be over twenty-one years
of ave. At the first regular election to be held next
after the passage of this act, for city officers, there shall be
elected twelve common councilmen, of whom three shall be
chosen from each of the four wards of the city. Of these
twelve councilmen four shall be elected for a term of one
year, four for a term of two years, and four for a term of
three years, and at each regular annual election thereatter for
city officers, there shall be eleeted four councilme ‘nN, one from
each ward, to fill the vacancies made by the expiration of the
terms that will end in that vear.
2. That the common council of the city of Winchester be
and it hereby is authorized to borrow a sum of moncy, not
to exceed the sum of twenty thousand dollars. and at a rate
of interest not to exceed five per centum per aunum, the sum
or sums so borrowed to be used for the erection of a publie
building tor municipal purposes; that for the sum or sums so
borrowed, the said common council is hereby authorized to
issue bonds, registered or coupon bonds as it may cleet. in the
name of the city of Winebester, pavable twenty years after
date, and redeemable by the citv at any time after ten years
from their date, and to be free trom taxation by the city.
Said bonds to be signed by the president of the common coun.

seal of the city. The interest on said bonds shall be payable
semi-annually.
3. This act shall be in force from its passage.
