Chap. 32.—An ACT to enlaree the powers of the Richmond Union
Passenger Railway Company,
Approved March 31, 1887.
1. Be it enacted by the general assembly of Virginia, That
the company mcorpor ated under the act passed March (wen-
tieth, eiehteen hundred and sixty, entitled an act to authorize
the common council of Lichmond to authorize persons to con-
struct railroads in the streets of the city, and the coutract
made by the common council of said city with said ¢ omens,
and known as the Richmond Chion passenger railway eom-
pany, is hereby recognized as, and declared to bea oily Cor:
porate, gov erned by ‘the provisions of chapters fifty “SIX, fifty-
seven, and sixty-one of the Code of Virginia, in so faras the
same are applicable to such corporations and not inconsistent
with this act, and the powers and duties thereot are enlarged
as follows, to-wit: The capital stock of said corporation shall
not be less than tw enty thousand dollars nor more than one
million of dollars, to be divided into shares of utty dollars
each, but no stockholder shall be liable for more than the
stock held by him and any unpaid quota thereon.
2. The said company shall have power in its corporate
capacity to buy, contract for, hold, mortgage, encumber, or
convey real estate in or within ten miles of the cities of Rich-
mond and Manchester, not exceeding at aay one time one acre
in each of said cities, ‘and five hundred acres in cach of the
counties of Henrico und Chestertield, and shall have power to
borrow money to such extent and amount as it may deem
necessary, and may issue its obligations or bonds, and secure
the same by mortgase or deed of trust, conv eying their proper:
ty, real and personal, their franchises. rights and privileges,
.and every kind of property they may own, or so much thereof
as they may see fit to include in such conveyance.
3. The said company is authorized to constyuct and operate
street railways to run over and through the streets of Man-
chester and the roads of Henrico and Chesterfield, and over
the bridges connecting Richmond and Manchester, for a dis-
tance not exceeding ten miles from the city of Richmond,
cither as the main line or any branch lines, which branch
lines the company is bereby authorized to construct; the use
of steam on the streets of Manchester, and on the public
roads, in the county of Chestertield, prohibited: provided.
the common council of Manchester and the county courts of
said counties, who are hereby invested with authority so to
do, shall respectively consent to the construction of such
street railway or branch lines over the streets and roads
within their limits: and provided, that the companies or
owners of any of the aforesaid bridges shall consent to the
construction of the said railway over their respective bridges
the consent of the commissioners of the James river bridge
company being sufficient In the case of that company.
4. Said company may connect its street railway with
other street railways, within the limits aforesaid, now exist-
ing or hereafter incorporated, with the consent of the owners
of such railways; and said company may also acquire and
own, by lease or purchase, or otherwise, any street railway,
and the property and franchises thereof in or near Richmond
and Manchester, now incorporated or constructed ; and may
acquire and consolidate said railway or railways with their
railway company, and may issue therefor the bonds and stock
of said company, as may be agreed upon.
5. The said company may adopt such motive power to pro-
pel its cars or. carriages as the proper authoritics of the
cities, counties, and bridges through or over which its tracks
may he laid may permit.
6. This act shall be in force from its passage.
