Chap. 316.—An ACT to amend and re-enact sections 13 and 54 of the
charter of the city of Manchester.

1. Be it enacted by the general assembly of Virginia,” That
sections thirteen and fifty-four of an act entitled an act to
provide a charter for the city of Manchester, approved March
twentieth, eighteen hundred and seventy-four, be amended
and re-enacted so as to read as follows: ped onsen:
§ 13. In case of the absence or inability of the mayor, the |
president of the council shall possess the same powers and }
discharge the municipal duties of the mayor, during such |
absence or inability: provided, also, that the mayor’s court
during such sickness or inability of the mayor, may, at the
request of the mayor during his absence or inability to act,
be held and presided over by a duly qualified magistrate, who
may try such causes, both criminal and civil, and ordinance
violations, over which the mayor may have jurisdiction.
§ 54. The constable shall keep his office in a convenient ¢
place in the city, and shall receive such compensation for his ‘
services as is allowed by law. He may appoint a deputy, who’
shall have the same powers as is now prescribed by law for
high constable; he shall in all civil cases have the same
powers and duties, and be subject to the same penalties as are
prescribed by law to other constables, and shall perform such
duties as the city council may ordain, not in conflict with the
provisions of this act, the laws of this state, or the laws of the
United States. .
2. This act shall be in force from its passage. (
