Chap. 313.—An ACT authorizing a special election to be held in War-
ren county to ascertain the sense of the voters upon the subject of
the erection of certain bridges across the Shenandoah river, and to
issue the bonds of the county to raise money therefor.

1. Be it enacted by the general assembly of Virginia, That
it shall be the duty of the judge of the county court of War-
ren county, in term time or vacation, on the petition of fifty
voters of said county, being freeholders, to order a vote to
be taken at the election precincts in said county, at such time
as the said judge may fix, to ascertain the sense of the quali-
fied voters of said county upon the question of the purchase
by the county of so much of the Front Royal and Winchester
turnpike as lies within the limits of said county, and the erec-
tion of an iron bridge over each fork of the Shenandoah river
where it is crossed by said turnpike.
2. In case said voting is ordered, it shall be the duty of
the sheriff of said county to give notice of the time thereof,
by publication, for four successive weeks, in one or more
newspapers published in the county, and by hand-bills to be
posted at the several election precincts for two weeks imme-
diately preceeding the voting. The manner of conducting
the voting shall be the same as now prescribed by law for
state and county elections; the ballots shall be as follows:
“For the Bridges,” “Against the Bridges’; the manner of
canvassing the vote and making return shall be as prescribed
by law, except the certificates of the judges shall be as fol-
lows:
We certify that at the special election held in Warren
county on the day of , 188—, votes were
cast at precinct for the bridges, and votes were
cast against the bridyes.

3. Should it appear that a majority of the qualified voters
of Warren county cast their votes in favor of the erection of
said bridges, then it shall be lawful, and the board of super-
visors of Warren county are hereby authorized to purchase
such portion of said turnpike and to erect said bridges, and
for that purpose to bind the county in a sum not exceeding
thirteen thousand dollars. .
4. To raise the money for the purposes aforesaid, the board
of supervisors of said county are hereby authorized and em-
powered to issue the bonds of said county, in multiples of one
hundred dollars, to be signed by the president of the board
and countersigned by the clerk of the county court of said
county, and sealed with the county seal ; to be payable twenty
years from their date or at the option of the board of super-
visors at any time after the expiration of five years from their
date, and to bear interest at a rate not exceeding five per
centum, payable annually.
5. It shall be the duty of the board of supervisors of said |
county to levy annually a tax not exceeding five cents on the
one hundred dollars worth of the real and personal property
in said county, to be applied to keeping down the interest
and to the formation of a sinking fund for the ultimate re-
demption of the said bonds.
6. The said bonds to be negotiated and sold in such man-
ner as said board of supervisors may prescribe, but not at a
price less than par.
7. This act shall be in force from its passage.
