Chap. 281.—An ACT supplementary to the laws now in force for
working the roads and repairing and rebuilding bridges in the
county of Caroline.
Approved February 29, 1888.
1. Be it enacted by the general assembly of Virginia, That
in order to supplement the road service now required by law
as to the county of Caroline, it shall be lawful for the board
of supervisors of said county to levy a special road tax, not
exceeding ten cents in the one hundred dollars’ value of the
real and personal property of the county, to be expended by
them in such manner and under such regulations as they
may deem best for the repairing and keeping in order the
public roads, and for the repairing and building or rebuilding
any of the bridges of said county, whether the same be by
contract, day labor, or otherwise, subject to the approval of
the judge of the county court of said county: provided that
the tax levied in one magisterial district shall not be
expended in another.
2. No member of the board of supervisors, or the judge of
the county court, shall be directly or indirectly interested
pecuniarily in any work done to the highways or bridges
of said county under this act.
3. All taxes levied and collected under this act shall be
collected and accounted for by the county treasurer as 4
special road fund, and shall be paid out on the order of the
board of supervisors.
4. All male persons, not exempt by the general law, shall
be required to work two full days on some road in the county
in each year; and if not assigned to a special road, and

unable to give positive evidence that he has worked on some
road in said county two days, as required by law, ten days’
residence or stoppage in any community shall be sufficient to
justify the road overseer in summoning the person to work
on the road nearest their stopping place. Any person liable
to road service under this section, failing to work when sum-
moned so to do, shall, within ten days, pay to the overseer of
said road, seventy-five cents; and it he fail so to do, the said
overseer shall place in the hands of a constable a ticket for
the same and take his receipt therefor; whereupon the con-
stable shall proceed to make the said money by distraining
any property in possession of, or money due the said delin-
quent, with twenty-five cents added for his costs; he shall
make return and pay all moneys thus collected to the said
overseer, taking his receipt therefor, and filing the said
receipt with the clerk of the county court. The overseers of
roads, unless otherwise ordered by the board of supervisors
and approved by the judge, shall receive one dollar for each
day they are engaged summoning hands and superintending
the same on their roads.
5. This act shall be in force from its passage.
