Chap. 24.—An ACT to authorize the city of Winchester to increase
its bonded debt.

Approved January 27, 1888.

1. Be it enacted by the general assembly of Virginia, That «
the city of Winchester is hereby authorized and empowered ;
to increase its bonded debt five thousand dollars, for the pur- !
pose of providing additional school buildings for the said
city.

rf The bonds shall be issued and sold at such times, under |
such conditions and restrictions, of such denominations, bear
such rates ot interest not exceeding six per centum per an-
num, be identified by the signature or signatures of such
officials, and in all other respects conform to such provisions
as the council of the said city, before the issuing of said
bonds, by ordinance may prescribe; but the said bonds shall
not be sold by the said city at less than their par value, and
the proceeds of sale shall be applied to no other purpose than
hereinbefore indicated.

3. This act shall be in force'from its passage. :
