Chap. 148,—An ACT to ingore the Young Men’s christian asso-
ciation of Portsmouth, Virginia.
Approved February 18, 1888.
1. Be it enacted by the general assembly of Virginia, That
Thomas J. Barlow, John H. Hall, E. Alexander Hatton, Wil-
liam H. Stokes, John W. Daugherty, James H. Toomer, O.
V. Smith, W. V. H. Williams, and such other persons, whether
minors or adults, as are now or may hereafter be associated
with them, are hereby declared to be a body politic and cor-
porate, by the name, style, and title of the Young Men’s:
christian association of Portsmouth, Virginia; and by that
name shall be known in law, and shail have perpetual suc-
cession and a common seal, with the right to change the
same at pleasure, and shall have power to sue and be sued,
contract and be contracted with, plead and be impleaded, and
have all the rights and privileges of a corporation, and be:
subject to all the rules, regulations, and restrictions, and do '
all acts, and enjoy all other powers incident to similar cor-
porations in general under and subject to the laws of this
commonwealth.
2. That the objects of said association shall be the promo- |
tion of religion, morality, education, and social culture among '
the residents of said city of Portsmouth and vicinity.
3. That the members of said corporation who are or may |
be entitled to vote at any election of officers, shall have full '
power and authority to make and adopt a constitution and
by-laws, and to prescribe rules and regulations for the gov- -
ernment of the association and the promotion of its interest,
and for the admission and expulsion of members, and from
time to time to alter and amend the same: provided that the
same be not inconsistent with the constitution and laws of
the United States and of the state of Virginia.
4, That the officers of said association shall consist of a
president and such others as may be deemed necessary, and
they shall be elected in the manner and at such times as the
constitution or by-laws may prescribe.
5. That the said association may take and acquire, by pur- ;
chase, gift, devise, bequest, or otherwise, and hold real and :
personal estate in the city of Portsmouth and county of Nor-
folk, and lease, rent, sell, encumber, or otherwise dispose of
the same, in such manner as may seem most advantageous:
provided that it shall not hold real estate of greater value
than seventy-five thousand dollars.
6. That said association may, for the purpose of erecting !
and furnishing a building to be occupied by the association, }
either wholly or in part, issue bonds to an amount not:
exceeding thirty thousand dollars, and secure the payment’
of the same by a deed of trust on all the property, real and
personal, of said corporation.
7. That said association, being purely charitable and

benevolent, shall be exempted from the payment of all taxes,
both state and municipal.
8. This act shall be in force from its passage.
