CHAP. 245.—An ACT to amend and re-enact sections 2 and 7 of chap-
ter 114 of the Acts of 1876 and 1877, relative to quarantine commis-
sioners, and quarantine medical officer, for the district of Elizabeth
river and its branches. Approved February 26, 1877.

1. Be it enacted by the general assembly of Virginia, That
sections two and seven, of an act approved February twenty-
six, eighteen hundred and seventy-seven, chapter one hundred
and fourteen, of the Acts of eighteen hundred and seventy-six
and seventy-seven, relative to the quarantine district of Eliza-
beth river and its branches, and to create a board of quarantine
commissioners, and a quarantine medical officer for said district,
be amended and re-enacted so as to read as follows: .
§ 2. That a board of commissioners is hereby created, to be
known as the board of quarantine commissioners for the dis-
trict of Elizabeth river, to be composed of seven commissioners,
to be appointed every fourth year, commencing in the year
eighteen hundred and eighty-six, three of whom shall be ap-
pointed by the council of the city of Norfolk, three by the
council of the city of Portsmouth, and one by the judge of the
county court of Norfolk county. Each of said three representa-
tives on said board shall, if practicable, embrace one experienced
practicing doctor of medicine, and each of said commissioners
shall hold his office till his successor is duly qualified. The said
commissioners shall be appointed prior to the tenth day of
March in each fourth year, and shall hold their offices for four
years from that date; but the right to remove them for cause
is reserved to the body appointing them. All vacancies in said
board shall be filled as the original appointments are made.
The said board shall organize by electing one of their number
president, with such other officers as they may deem necessary,
and a majority of the board shall constitute a quorum for the
transaction of business.
§ 7. The governor shall appoint and commission a quarantine
medical officer for said district, who shall be a resident of the
city of Norfolk, or of the city of Portsmouth, or of Norfolk
county, and the term of said officer shall be two years, begin-
ning on the tenth day of March, eighteen hundred and eighty-
six; the appointment of said medical officer to be made by the
governor, prior to the tenth day of March in each alternate
year following the year eighteen hundred and eighty-six, for
which term beginning March tenth, eighteen hundred and
eighty-six, the governor is authorized to make the appointment
on the passage of this act. Any person appointed to this office
may be removed by the governor for cause. The said officer
shall be the inspecting officer for all vessels arriying in Elizabeth
river, or its branches, subject to such inspection as shall be re-
quired by, and in accordance with, the rules and regulations of
the board of quarantine commissioners created by this act: pro-
vided, that no one shall receive such appointment who is not a
doctor of medicine of good standing, and who has not had at
least five years experience in the practice of his profession.
2. This act shall be in force from its passage.
