Chap. 72.—An ACT to incorporate the Plumer Memorial Female
College of Wytheville, Virginia.
Approved February 7, 1884.
1. Be it enacted by the general assembly of Virginia, That
there be, and is hereby created and established at Wytheville,
in the county of Wythe, in this commonwealth, a seminary
of learning tor the instruction of young ladies in the various
branches of science, literature and the yseful arts, which, for
the purpose of commemorating the virtues of a great and good
man, the late Reverend William S. Plumer, D. D., LL. D.,
whose whole life was dedicated to the cause of christianity,
and to the edueation of the youth of our land, shall be called
and known by the name of Plumer Memorial Female College.
2. That S. R. Preston, C. L. Fox, Robert Crockett, Robert
Sayers. J. C. Allison, G. J. Holbrook, C. B. Thomas, D. A.
St. Clair, V. C. Huff, John H. Caldwell, John C. Roper,
Joseph Cloyd, R. E. Moore, R. C. Kent, W. H. Spiller, A. S.
Haller, and John T. Sayers, and their successors, be, and
they are hereby constituted a body politic and corporate
under the name and style of the trustees of Plumer memo-
rial female college, and by that name have perpetual succes-
sion and a common seal, and may sue and be sued, plead and
be impleaded. in any court of law or equity, and by the name
aforesaid, they and their successors shall be capable in law,
and shall have full power and authority to acquire, hold,
possess, purchase, receive and retain to them and their succes-
sors, any lands, tenements, and hereditaments, necessary for
the purposes of said college: provided the amount of real
estate held by them shall not exceed five hundred thousand
dollars ino value. And the said trustees shall also have full
power and authority to acquire, receive and retain to them
and their successors, personul estate for the use and purposes
of said colleee, not exceeding five hundred thousand dollars,
which personal estate they shall have power to transfer, con-
vey and dispose of in any manner whatsoever they shall
judge most useful to the interests and legal purposes of) said
collewe.
3. The board of trustees shall not have power to mortuace,
or otherwise encumber the real estate belonging to said insti-
tution, nor to lease the same beyond the period of five years.
4. The said Plumer Memorial college shall be under the
control and management of said trustees and their successors,
who shall appoint a president and all other necessary officers,
professors and teachers ino the said institution, and have
power to remove the same, and the said) trustees shall trom
time to time make such by-laws, rales and regulations for the
government of suid institution as to them shall seem fit.
5. The board of trustees, two-thirds concurring, shall have
power to remove any trustee for good cause, and declare his
Beat vacant.
6. Seven of the trustees shall constitute a board for the
transaction of ordinary business, and any vacancies ino said
board, occasioned by death, resignation, or otherwise, shall be
filled hy Appointment alternate Ay by the surviving truste es,
and the session of the Presbyterian church in Wytheville,
Virginia, or in case that ceases to exist, then by the session of
the nearest Presbyterian church, the surviving trustees filling
the first vacancy that occurs, :
7. The said board of trustees shall have power, either by
themselves or their agents, to take and receive subscriptions
for snid college, and in case any person shall fail to pay his
subscription, to entarce the payment thereof by law.
8. In order to promote the endowment of said college, it
shall be lawful for the trustees to issue and grant certificates
of scholarship, setting forth the amount of se hol: uship, Which
may be either perpetual or limited, and for such amounts and
upon such conditions as the trustees may determine, entitling
the holders of such scholarships to such rights as to placing
pupils in the college, and upon such terms as may be set forth
therein on their face, which said certificates of scholarship
may be transferred, beque athed, or otherwise disposed of} as
any other personal property.
9. The board of trustees shall, at its annual meeting, which
shall be held during the closing exercises of the institution
cach year, elect a chairman, secretary, and such other ofticers
as they may deem necessary, whose duties shall be such as
may be prescribed by the by-laws of said board.
10. And the board of trustees, in connection with the presi-
dent and protessors of the college. shall have power to confer
such diplomas and literary titles as they may think best
calculated to promote the cause of female education.
11. This act shall be in force from its passae.
