Chap. 409.—An ACT to authorize a vote of the qualified voters of
Westmoreland county upon the question of construction of Bridge
over Nomoni creek, and to empower Board of Supervisors to issue
county bonds to pay for Bridge.
Approved March 13, 1684.
W hereas upon petition of citizens of Westmoreland county,
the board of supervisors of said county have decided that
public convenience and interest will be promoted by the
erection of a bridge over Nomoni creek in said county, at
Nomoni ferry ; therefore,
1. Beit enacted by the general assembly of Virginia, That
it shall be the duty of the judge of the county court of said
county, to issue an order to the officers conducting elections
in said county at the times and places of holding the first
general election after the passage of this act, to, prepare a
separate ballot-box for each voting precinct, in which shall
be deposited the ballots of the then “quualitied voters who shall
desire to vote upon the question of the construction of said
bridve. The said ballots shall be respectively, as follows:
“For bridge,” and “Against bridge.” Each ballot cast “ For
bridge,” shall be taken and counted a vote for the construc-
tion of the bridge, and each ballot cast “Against bridge,”
shall be taken and counted a vote avainst the construction of
the said bridge.
2. The manner of receiving and canvassing the ballots cast
at such election on the question of a bridge, and making
returns and abstracts of the result thereof, shall conform to
the regulations prescribed by the general election laws of
this state, except that the certificates of the judges of elec-
tion shall be as follows:
We certify that at the clection held on at ———, ———
votes were cast for the construction of the bridge, and
votes were cast against the construction ot bridge.

3. Should it appear from such returns and ‘abstracts. of
votes so cast upon the question of the construction of a
bridve, that a majority of the votes were cast for the con-
struction of the bridge, at such election, it shall be the duty
of the county court of said county to appoint three commis-
sioners, Whose duty it shall be to advertise for proposals to
construct a substantial bridge across the Nomoni creek at
Nomoni ferry, to be constructed with a drawbridge of not
less than sixty feet, for the passage of vessels navigating the
creek: provided no contract shall be binding upon the county
until it shall bave been adopted by the county court: and
provided further, that the sum paid for the construction of
said bridge shall not exceed the sum of five thousand dollars.
4. When the contracts made by the commissioners for the
building of the bridge shall have been adopted by the county
court, it shall be lawful, in the discretion of said board of
supervisors, to issue bonds of the said county for the sum
necessary to meet the terms of the contract, not exceedings
tive thousand dollars, suid bonds to be in such Sums aS the
board of supervisors may adopt, to run for not exceeding ten
years, to bear six per centum interest, payable semi-annually,
and to be redeemable after two years from date, at the option
of the board of supervisors.
5. The bridge provided for in this act, when built, shall be
subject to all “the rules and regulations now prescribed by
law in regard to county bridges.
6. This act shall be in force from its passage.
