Chap. 382.—An ACT to incorporate the Roanoke Library Association.
Approved March 10, 1884.
1. Be it enacted by the veneral assembly of Virgina, That
William Taylor Thom, S. B. Haupt, Joseph H. Sands, Wil-
liam G. Evans, Lucien H. Cocke, William Gordon Robertson,
A. Z. Koiner, T. H. Bransford, and J. B. Andrews, and such
others as may be associated with them, be and they are
hereby constituted a body corporate, under the name and
style of the Roanoke Library association, and by that name
may sue and be sued, contract and be contracted with, and
do every act necessary to enjoy the powers conferred by this
charter.
2. The objects of this association shall be to establish a
library and reading rooms, and to provide courses of lectures
and instruction on scientific and other subjects in the town
of Roanoke.
3. The association may hold real estate not to exceed two
acres, and may erect suitable buildings thereon, and may
execute one or more deeds of trust upon the corporate pro-
perty, for the purpose of securing funds to be used in fur-
therance of the aims of the association.
4. The association shall have the power to adopt a consti-
tution and by-laws, rules and regulations, for the admission
and the expulsion of its members, and for their government.
5. The said association shall have the power to vest its
government in such officers as it shall deem best, and shall
define their dutics; to provide for the safe-keeping and dis-
bursement of its funds; and from time to time, to alter or
amend, or repeal its constitution, by-laws, rules or regula-
tions: provided that the same be not inconsistent with the
constitution and laws of the United States or of the state of
Virginia.
6. The above named incorporators shall be, and they are
hereby constituted a board of trustees, with the power of
maintaining their organization, and’ securing the perpetua-
tion of its aims; and they shall also have the power of in-
creasing their number at discretion, not to exceed twenty-
one, of which body five or more shall constitute a legal quo-
rum for the transaction of business.
7. This act shall be in force from its passage.
