Chap. 315. —An ACT to amend the charter of the town of South Boston,
Halifax county, Virginia.
Approved March 7, 1884.
1. Be it enacted by the general assembly of Virginia, That
section eight of the act to incorporate the town of South
Boston, in Halifax county, Virginia, be amended and re-
enacted to read as follows :
§8. The council shall have power to pass all by-laws and
ordinances for the government of said town that they may
deem proper, not in conflict with the constitution and laws
of the state, and also provide for keeping the strects in order
and paving the same, and for other necessary improvements,
for which purpose they may levy such tax as they may
deem proper on all property in the said town, and on all voca-
tions, professions or business as is now subject to taxation by
the revenue laws of this commonwealth, and on dogs belong-
ing to persons residing in said town: provided the rate of tax
on real and personal property shall not exceed fifty cents on
the one hundred dollars of property for municipal purposes;
and the said council shall also have power to borrow money,
not exceeding seven thousand five hundred dollars, to be ap-
plied to the purposes above stated, and for this purpose to
issue its bonds, bearing interest at the rate of six per centum
per annum, and also provide a sinking fund for the hquida-
tion of said debt: provided however, the said bonds shall not
be sold at less than their par value, and shall not be issued
except a vote of the resident freeholders of the said town be
taken, and a two-thirds majority of said freeholders favor
said issuance and gale of bonds.
