Chap. 55.—An ACT to appropriate a part of the Glebe Fund, in the
county of Northampton, to build a Poorhouse in said county.
Approved February 3, 1882.
Whereas in pursuance of an act of the General Assembly,
passed January twelfth, eighteen hundred and two, and acts
amending the same, and an act passed February twenty-
second, eighteen hundred and seventy-eight, there is vested
in the board of supervisors of Northampton county, a Glebe
fund, primarily for the support and maintenance of the poor
of the said county; and it being represented that the poor-
house of the said county has been recently destroyed by an
accidental fire, and it being necessary to build a new one,
therefore, )
1. Be it enacted by the general assembly, That it shall be
lawful for the board of supervisors of Northampton county
to appropriate from the Glebe fund of said county, vested in
them, a sum not exceeding five thousand dollars, for the con-
struction, painting, and furnishing a new poorhouse in said
county. And the said board of supervisors are authorized
to collect a part of the principal sum of the said Glebe fund,
not exceeding the said sum of five thousand dollars, and
expend the same for that purpose; and to make all contracts
and agreements necessary to carry into effect this act.
2. All previous acts, or parts of acts, inconsistent with this
act be, and the same are hereby repealed.
3. This act shall be in force from its passage.
Chap. 55.—An ACT to incorporate the Liberal Publishing Company
of Norfolk city.
Approved April 18, 1882.
1. Be it enacted by the general assembly, That William
H. Turner, John L. Roper, V. D. Groner, William Lamb,
John W. Stevens, Samuel Kimberly, and Amos P. Jordon,
and such others as may be associated with them and their
successors, are created a body politic and corporate, under
the name and style of The Liberal Publishing Company, and
as such shall have perpetual succession, shall possess all privi-
leges and powers of corporations, and are authorized to do
all acts necessary for carrying on a general newspaper, pub-
lishing, printing, lithographing and engraving business.
2. The capital stock of said company shall be not less than
five thousand dollars nor more than fifty thousand dollars, in
shares of twenty-five dollars each, and may dispose of shares
of stock in the purchase of pressess, material, and all articles
necessary for its business, upon such terms as the directors
may deem expedient.
3. The stockholders shall be liable only to the payment o:
the full amount of the stock due by them, and no stockholdei
holding full paid-up stock shall be liable to any contributior
or for any debts or obligations of said company.
4. The persons named in the first section, shall be direc
tors of said company, to continue as such until their succes
sors are elected and qualify; and said board shall elect it
own president.
5. The said board is authorized to adopt a constitution and
by-laws for their government and the conduct of the com.

6. In each meeting of the stockholders, each share of paid-
up stock shall cast one vote, and a majority of said stock.
