CHAP. 108.—An ACT authorizing the slate treasurer to procure
coupon registers.
Approved April 2, 1879.
Whereas it is very important that some mode of receiving and
redeeming the various classes of coupons which have been or
may hereafter be issued under the pro.isions of the acts of
March thirteenth, eightcen hundred and seventy-one, and
March seventh, eighteen hundred and seventy-two, shall be
adopted which will give greater security against fraud than
that which is now used; therefore,
1. Be it enacted by the general assembly of Virginia, That
the state treasurer shall have made well-bound registers of all
coupons issued since July first, eighteen hundred and seventy-
one, according to class, denomination, number, and time when
-due. In the column of “time when due,’ and opposite the
“number” thereof, he shall have posted the number of the
warrant and its date of issue, for the payment of every coupon
which has been or may hereafter be redeemed or paid; and he
shall cause to be cancelled the columns of “time when due,”
after the date of a transfer of a coupon bond into some other
class or denomination of bonds, and prior to the issue of new
numbers of coupon bonds.
2. The treasurer shall monthly compare the coupons cut off
in his office with the coupon register and the orders for trans-
fer from the second auditor’s office, in conjunction with the
second auditor and the secretary of the commonwealth. Cou-
pons, after having becn thus compared and cancelled on the
coupon register and found correct, may be destroyed.
3. The second auditor shall furnish the treasurer lists of the
coupons of each class, In consecutive numbers, heretofore
received or taken in for any purpose, with the number and date
of the warrant issued for their payment; and hereafter he shall
cause such lists to be attached to every warrant for the payment
of such coupons, which, after the proper entries have been made,
the treasurer shall cause to be filed and kept as official vouchers.
