Chap. 80.—An ACT to authorize the bourd of supervisors of Elizabeth
City county to issue a certain amount of county bonds to build a
bridge.
Approved February 20, 1878,
1. Be it enacted by the general assembly of Virginia, That
the board of supervisors of the county of Elizabeth City, by
and with the consent of the county court of said county, en-
tered of record, be and is bereby authorized to issue bonds
in the name of the county of Elizabeth City for the sum not
exceeding four thousand dollars, and shall sell the same under
such conditions as are hereinafter prescribed, and with the
procect’s of such sale, pay for rebuilding a bridge across
ampton creck at the foot of Queen strect, in Hampton, in
said county.
2. That the bonds issued in pursuance of this act shall be
coupon bonds of not less than one hundred dollars or more
than five hundred dollars each, payable not before the first
of January, eighteen hundred@and cighty-cigzht, nor later
thun the first of January, cighteen bundred and ninety-two,
bearing interest, payable annually, at a rate not exceeding
eight per centum per annum, and shall be signed by the chair-
man of the board of supervisors, be attested by the clerk of
the county court of Elizabeth City county, and shall have
the seal of the board fixed thereto.
3. That said bonds sha'l be sold for not less than the face
value thereof, and the coupons for interest due thereon shall
be redeemable, at maturity, for all taxes and other debts due
to the county of Elizabeth City.
4, The bcard of supervisors and their successors in office,
shall levy upon such subjects of taxation as are or may be
liable by law for the county levy, a sufficient tax to meet the
annual interest on said bonds, and in addition thereto, after
the year eighteen hundred and eighty-seven, sufficient to
retire one thousand dollars of the principal of said bonds an-
nually, until the whole are retired, and the faith and pro-
perty of the county of Elizabeth City are pledged for the
prompt payment of the principal and interest of said bonds.
5. All monies realized from the sale of said bonds shall be
received by the treasurer of the county of Elizabeth City,
who shall, before the county court of said county, and before
receiving such money, enter into bond with sufficient security,
conditioned for the faithful application and disbursement of
all money so received. The said monies so received shall be
disbursed in payment solely for rebuilding the said bridge in
the said county, and upon the orders of the board of super-
visors of said county.
6. The coupons and bonds issued under this act shall be
redeemable at the office of the treasurer of the county of
Elizabeth City, and when paid by him, or received for taxes,
shall be cancelled and destroyed.
7. This act shall be in force from its passage.
