Chap. 117.—An ACT to amend section 19 of chapter 118, of an act to
provide a charter for the city of Manchester, approved March 20,
1874.

1. Beit enacted by the general assembly of Virginia, That
section ninetcen of chapter one hundred anil eighteen, of an
act entitled an act to provide a charter for the city of Man-
chester, approved March twentieth, eighteen hundred and
seventy-four, be amended and re-enacted so as to read as fol-
lows:
§ 19. The council shall have, subject to the provisions here-
in contained, the control and management of the fiscal and
municipal affairs of the city, and all property, real and per-
sonal, belonging exclusively to said city, as now provided by
law, and may make such ordinances, orders, and by-laws
relating to the same, as it shall deem proper and necessary.
But in the execution of their powers to levy and asscss taxes,
they shall impose and receive in no case a higher rate of
penalty, for non-payment of taxes, than is prescribed by the
laws of the state upon persons delinquent for the non-pay-
ment of state taxes. They shall, likewise, have power to
make such ordinances, by-laws, orders, snd regulations as
they may deem desirable, to carry out the following powers,
which are hereby vested in them.
2. This act shall be in force from its passage.
