Chap. 10.--An ACT authorizing the Board of Supervisors of Elizabeth
City county to Borrow Money to Repair and Rebuild the Court-house
and Jail of said county.

Whereas, the court-house of the county of Hlizabeth City
is now useless by reason of its dilapidated condition, and the
jail of said county is insecure for the confinement of prison-
ers; and it being absolutely necessary for the proper admin-
istration of justice that the said court-house and jail should
be rebuilt or repaired; therefore,
1. Be it enacted by the general assembly of Virginia, That
the board of supervisors of the county of Elizabeth City be
and they are hereby authorized to issue bonds in the name
of the county of Elizabeth City, for a sum not exceeding
eight thousand dollars, and shall sell the same under such
conditions as are hereafter prescribed, and.with the proceeds
of such sale pay for repairing the said court-house and re-
building the jail of said county.
2. That the bonds isswed in pursuance of thijp act shall be
coupon bonds of not less than one bundred dollars, or more
than five hundred dollars each, payable in not less than three
nor more than fifteen years, and bearing interest payable
annually, at a rate not exceeding ten per centum per annum,
and shall be signed by the chairman of the board of super-
visors, be attested by the clerk of the county court of Eliza-
beth City county, and shall have the seal of the board affixed
thereto.
3. The said bonds shall be sold for not less than the face
value thereof, and the coupons for interest due thereon shall
be redeemable at maturity, for all taxes and other debts due
to the county of Elizabeth City.
4, The board of supervisors and their successors in office,
shall levy upon such subjects of taxation as are or may be
liable by law for the county levy, a sufficient tax to meet the
annual interest upon said bonds; and in addition thereto,
after the second year, sufficient to retire one thousand dollars
of the principal of said bonds annually, uatil the whole are
retired; and the faith and property of the county of Eliza-
beth City are pledged for the prompt payment of principal
and interest of said bonds. |
9. All moneys realized trom the sale of the said bonds
shall be received by the treasurer of the county of Elizabeth
City, and he shall be liable upon his official bond for all
moneys so received—the said moneys to be disbursed in pay-
ment solely for work and repairs done on the courthouse or
jail of said county, and upon the orders of the board of super-
visors. .
6. The coupans and bonds issued under this act shall be
redeemable at the office of the treasurer of the county of
Elizabeth City, and when paid by him or received for taxes,
shall be canceled and destroyed.
7. This act shall be in force from its passage.
