of the Code of Virginia (edition cf 1873), concerning the Board of
Visitors of the Virginia Agricultural and Mechanical College and the
Board of Curators of the Hampton Normal and Agricultural Insti-
tute.

Visitors of Vir- “§ 19. On the first day of January, eighteen hundred and

the first day of January, the governor shall appoint three
persons to fill the vacancies so occasioned in the board of
, visitors, who shall continue in office three years, or until the
