Chap. 268.—An ACT to Establish and Incorporate the Tazewell County
Agricultural and Mechanical Society and to Appoint a Police for the
same, "

- 1. Be it enacted by the general assembly, That Samuel
, Leece, E. Bruster, T. R. Gildersleeve, Wm. E. Peery, D. B.
Baldwin, Z. 8. Witten and B. B. Greever, and such other per-
sons as may be associated with them under this act, be and
they are hereby incorporated and made a body corporate and
politic, under the name and style of the Tazewell County Agri-
cultural and Mechanical Society, for the purpose of establish-
ing and conducting fairs and other exhibitions of the natural
and industrial products of Tazewell county, and adjoining
counties, as a means of developing the resources of the said
county, and of promoting enterprise, industry, economy and
thrift among the citizens of said county; and that said society
shall have power to acquire, by that name, by purchase, gift,
devise or bequest, and hold real and personal estate to the
value of twenty thousand dollars; may sue and be sued, plead
and be impleaded, in all the courts of law and equity in this
state, and have perpetual succession; to have, make and use a
common seal, and the same to break, alter or renew at their
pleasure; to ordain and establish such by-laws, ordinances and
regulations, for the furtherance of the purpose of a society, as
they may think wise and proper, by a vote of the stockholders
of said society as hereafter provided, and generally to do every
act and thing necessary to carry into effect this act, or to pro-
mote the object and design of this corporation : provided, that
such by-laws, ordinances, regulations and acts be not incon-
sistent with the laws of this state or of the United States.
2. The stock of said society shall be divided into two thou-
sand shares of ten dollars each; and the said society is author-
ized to organize under the provisions of this act, when the
sum of one thousand dollars has-been taken and paid in.
3. It shall be the duty of the executive committee of said
society to appoint as many citizens of this state policemen,
as shall be necessary for their exhibitions, whose duty it shall
be to preserve order within and for one quarter of a mile
around the grounds of said society, protect their property,
to eject all persons who shall be guilty of disorderly conduct,
or who shall neglect or refuse to pay the fee or observe the
rules prescribed by the society. Said policemen shall have
the same power during the time said exhibition shall continue,
and for two days immediately preceeding and succeeding the
same, that a constable may have by law in serving criminal
process and in making arrests, and in addition may arrest any
person for the commission of any offence mentioned in section
fifth of this act.
4, The president and each member of the executive commit-
tee are hereby invested with all the authority and power of
conservators of the peace, while the said exhibition may con-
tinue, and for two days immediately preceding and succeeding
the same ; but the power and authority herein conferred shall
be limited to the fair grounds and for one quarter of a mile
around said grounds.
5. Any person who shall wilfully i injure | or destroy the pro-
perty of the exhibitors, visitors or lessees in the fair grounds,
or shall hinder or obstruct the officers and police in the per-
performance of their duties, or shall wrongfully or maliciously
gain admission to the fair grounds contrary to the rules of said
society, shall be deemed guilty of a misdemeanor, and upon
conviction, shall be subject to a fine of not less than one nor
more than twenty-five dollars, or imprisonment not exceeding
thirty days, at the discretion of the court before whom the
offender may be tried; and all fines imposed and collected
under this seetion shall be immediately paid into the treasury
of the State. ,
6. Each stockholder shall be entitled to one vote for each
share of stock held by himself or his minor children.
7. Such constitution as shall be adopted by a two-thirds
vote of the stockholders of said society, shall be held and
deemed to be the constitution of said society, and shall not
be altered or amended except as may be herein provided.
8. This act shall be in force from its passage.
