Chap. 308.—JOINT RESOLUTION in Relation to the Removal of the
Penitentiary.
Agreed to March 20, 1872.
Whereas, a petition signed by a large number of the citizens
of Richmond, asking for the removal of the Penitentiary, which
petition was endorsed by the council of the city of Richmond,
and has been presented to the senate of Virginia:
1. Therefore, be it resolved (the house of delegates concur-
ring), That the subject be referred to five commissioners, two
of them to be appointed by the president of the senate, and
three to be appointed by the speaker of the house of delegates
(said commissioners to be selected from members of the legis-
lature), whose duty it shall be to receive proposals for plans to
carry out the removal of the Penitentiary, said commissioners
to serve without cost or charge of any kind to the state, and
report to the next session of ‘the general assembly the plans
proposed, with such recommendation as they may approve.
