Chap. 14.—JOINT RESOLUTIONS Petitioning the Congress of the
United States to Remove all Disabilities under the operation of the
14th Amendment.
Agreed to January 2, 1872.
The president of the United States having in his annual
message to Congress urgently recommended the removal of all
disabilities imposed by the operation of the 14th amendment
of the constitution of the United States:
1. Be it therefore resolved by the senate and house of dele-
gates of the state of Virginia, That the congress of the United
States are hereby most earnestly petitioned to remove, without
delay, all disabilities incurred by reason of participation in the
late war from all citizens of Virginia and other states, as
recommended by the president of the United States.
2. Resolved, That the governor be requested to transmit a
copy of these resolutions to the president of the senate and
the speaker of the house of representatives of the congress of
the United States, and also to each of the United States sena-
tors and representatives of this state in congress.
