Chap. 162.—An ACT to Distribute and Apportion Representation in the
General Assembly of Virginia.
Approved March 21, 1871.
1. Beit enacted by the general assembly, That the mem-
bers of the house of delegates to be elected biennially for and
by the several counties and cities of this commonwealth, shall
be distributed and apportioned as follows:
The city of Richmond shall élect five delegates.
The counties of Albemarle, Augusta, Bedford, Campbell,
Halifax, and Pittsylvania shall each elect three delegates.
The counties of Accomac, Alexandria, Caroline, Chesterfield,
Fauquier, Franklin, Frederick, Hanover, Henrico, Loudoun,
Louisa, Mecklenburg, Rockbridge, Rockingham, Shenandoah,
and Washington, and the cities of Norfolk and Petersburg,
shall each elect two delegates. |
The counties of Amelia, Amherst, Appomattox, Bland,
Botetourt, Brunswick, Buckingham, Carroll, Charlotte, Clarke,
Culpeper, Cumberland, Dinwiddie Essex, Fairfax, Floyd, Flu-
vanna, Giles, Gloucester, Goochland, Graysou, Greene, Greenes-
ville, Henry, Isle of Wight, King and Queen, King William,
King George, Lancaster, Lee, Lunenburg, Madison, Mathews,
Middlesex, Montgomery, Nansemond, Nelson, Norfolk, North-
ampton, Northumberland, Nottoway, Orange, Page, Patrick,
Powhatan, Prince Edward, Prince George, Prince William,
Princess Anne, Pulaski, Rappahannock, Nichmond, Roanoke,
Russell, Scott, Smyth, Southampton, Spotsylvania, Stafford,
Surry, Sussex, Tazewell, Warren, Westmoreland, Wythe, and
the city of Portsmouth, shall each elect one delegate.
The counties of Amherst and Nelson, in addition to the
delegate to be elected by each, shall together elect one dele-
ate.
The following counties shall compose election districts:
Alleghany and Craig, Bath and Highland, Buchanan and
Wise, Charles City and New Kent, Elizabeth City and War-
wick, York and James City, each of which districts shall elect
one delegate. ;
2. The counties and cities shall be arranged into forty sena-
torial districts, from which senators shall be elected for the
term of four years. .
The following shall constitute the senatorial districts :
The counties of Loudoun, Alexandria, Fairfax and Prince
William, shall form the first district, and be entitled to two
senators.
The counties of Orange, Culpeper, and Madison shall form
the second district, and be entitled to one senator.
The counties of Fluvanna, Buckingham and Appomattox
shall form the third district, and be entitled to one senator.
The counties of Franklin and Henry shall form the fourth
district, and be entitled to one senator.
The county of Campbell shall form the fifth district, and be
entitled to one senator.
The county of Halifax shall form the sixth district, and be
entitled to one senator.
The city of Richmond and the county of Henrico shall form
the seventh district, and be entitled to three senators.
The counties of Nottoway, Lunenburg, and Brunswick shall
form the eighth district, and be entitled to one senator.
The city of Petersburg and the counties of Prince George
and Surry shall form the ninth district, and be entitled to one
senator. -
The counties of Dinwiddie, Greenesville, and Sussex shall
form the tenth district, and be entitled to one senator.
The county of Norfolk and the city of Portsmouth shall
form the eleventh district, and be entitled to one senator.
The counties of Hanover and Caroline shall form the twelfth
district, and be entitled to one senator.
The counties of Essex, King and Queen, and King William
shall form the thirteenth district, and be entitled to one sena-
tor.
The counties of Frederick, Clarke, and Warren shall form
the fourteenth district, and be entitled to one senator.
The counties of Shenandoah and Page shall form the fifteenth
district, and be entitled to one senator.
The county of Augusta shall form the sixteenth district, and
be entitled to one senator.
The counties of Alleghany, Roanoke, Botetourt, and Craig
shall form the seventeenth district, and be entitled to one sena-
tor.
The counties of Carroll, Grayson, and Wythe shall form the
eighteenth district, and be entitled to one senator.
The counties of Lee, Wise, and Buchanan shall form the
nineteenth district, and be entitled to one senator.
' The counties of Scott and Russell shall form the twentieth
district, and be entitled to one senator.
The counties of Fauquier and Rappahannock shall form the
twenty-first district, and be entitled to one senator.
The counties of Stafford, Spotsylvania, and Louisa shall form
the twenty-second district, and be entitled to one senator.
The counties of Albemarle and Greene shall form the twen-
ty-third district, and be entitled to one senator.
The counties of Amelia, Cumberland, and Prince Edward
shall form the twenty-fourth district, and be entitled to one
senator.
The counties of Nelson and Amherst shall form the twenty-
fifth district, and be entitled to one senator. _
The county of Pittsylvania shall form the twenty-sixth dis-
trict, and be entitled to one senator.
The county of Bedford shall form the twenty-seventh dis-
trict, and be entitled to one senator.
The counties of Charles City, James City, York, Warwick,
and Elizabeth City shall form the twenty-eighth district, and
be entitled to one senator.
The counties of King George, Westmoreland, Richmond,
Northumberland, and Lancaster shall form the twenty-ninth
district, and be entitled to one senator.
The counties of Charlotte and Mecklenburg shall form the
thirtieth district, and be entitled to one senator.
The counties of Chesterfield, Goochland, and Powhatan shall
form the thirty-first district, and be entitled to one senator.
The counties of Nansemond, Isle of Wight, and Southamp-
ton shall form the thirty-second district, and be entitled to one
senator.
The city of Norfolk and the county of Princess Anne shall
form the thirty-third district, and be entitled to one senator.
The counties of New Kent, Gloucester, Mathews, and Mid-
dlesex shall form the thirty-fourth district, and be entitled to
one senator.
The counties of Accomack and Northampton shall form the
thirty-fifth district, and be entitled to one senator.
The county of Rockingham shall form the thirty-sixth dis-
trict, and be entitled to one senator.
The counties of Rockbridge, Highland, and Bath shall form
the thirty-seventh district, and be entitled to one senator.
The counties of Montgomery, Floyd, and Patrick shall form
the thirty-eighth district, and be entitled to one senator.
The counties of Giles, Pulaski, Bland, and Tazewell shall
form the thirty-ninth district, and be entitled to one senator.
The counties of Washington and Smyth shall form the for-
tieth district, and be entitled to oue senator.
3. An election shall be held for senators on the Tuesday suc-
ceeding the first Monday in November, eighteen hundred and
seventy-one, and every four years thereafter, in the districts as
numbered in this act, from the first to the twentieth district
inclusive; and an election shall be held for senators on the
Tuesday succeeding the first Monday in November, eighteen
hundred and seventy-three, and every four years thereafter,
in the districts from the twenty-first to the fortieth district in-
clusive, and the senators now representing districts bearing
even numbers, as designated in the constitution, shall continue
to represent the districts in which they respectively reside, as
arranged in this act, until the election and qualification of their
successors.
4. This act shall be in force from its passage.
