Chap. 103.—An ACT anthorizing the issue of Certificates In (he nature o!
Coupons, in anticipation of the semi-annual Interest on Registered
Bonds, and authorizing the use of the same and Coupons of Interest in
payment of public dues. -
Passed April 25, 1867.
1. Be it enacted by the general assembly, That the second
auditor is hereby required to, issue, at the request of all per-
sons holding registered bonds of this state on which interest
is made payable by an act passed March twenty-first, eighteen
hundred and sixty-seven, entitled an act to provide tor the
payment ofa part of the interest upon the public debt, a cert-
ficate or certificates in the nature of coupons, showing the
amount of interest that will be so payable on such bonds at
the ensuing semi-annual periods for the payment of such in
terest: provided, however, that such certificate or certificates
shall be issued not earlier than six months, nor later than one
month, before the anticipated interest will become due.
2. Kach bondholder may receive one or more of such cer-
tificates. The same shall be in such form as the second sudt
tor may prescribe: provided that no certifivate shall be fora
less sum than the interest payable on one hundred dollars, or
a maltiple thereof: and provided further, that any holder of
bonds electing to take such certificate or certificates, shall
receive the same for the whole amount of interest to become
payable to him as aforesaid, and when delivered, shall be re-
ceived in full discharge of such interest: and provided fur-
ther, that such certificate or certificates shall entitle the
bearer or holder to the benefit thereof.
3. The certificates aforesaid may be used, and shall be re-
ceived in payment of state taxes and other public dues.
4. Persons holding coupons of interest issued by this
state, for payment of which provision has been made, may
use the same in like manner in payment of state taxes or
other public dues, at any time not earlier than six months
before the period of payment.
vd. The auditor of publie accounts shall prescribe such
regulations as may be necessary for the receipt of such cer-
tificates and coupons in payment of public dues and taxes;
and the second auditor and the auditor of public accounts
shall severally proceed, as soon as practicable after the pas-
sae of this act. to adopt all necessary regulations to carry
thes same into effect.
This act shall be in force from its passage.
