CHAP. 109.—An ACT to furnish material and convict labor in aid of
the Lee Monument Association.

Whereas the survivors of the army and navy of the Confed-
erate states have organized an association under the name and
style of The Lee Monument Assoctation, for the purpose of
erecting @& monument at Richmond im memory of General
Robert E. Lee, which is intended to be the tribute of the peo-
ple of the south, and in which this state, in her corporate
capacity, desires to unite as far as her means and her organic
law will permit; therefore,
1. Be it enacted by the general assembly of Virginia, That
permission is hereby given to the board of managers of the
Lee monument assoctation, to obtain from the reserved quar-
ries of the state, on the line of the James river and Kanawha
canal company, at or near Westham, without charge therefor,
all and so much of granite or other stone as may be necessary
for the erection and completion of the monument.
2. Iror the purpose of quarrying, transporting, dressing and
placing the said stone, and for any other purpose in which such
Jabor can be used in the construction of said monument, the
governor of this state is hereby authorized and directed to
turnish to the board of managers of the Lee monument associ-
ation, free of hire, such convict Jabor as may now or hereafter
be under his control, and may not be otherwise employed, to
work under the direction of the superintendent of the peniten-
tiary; said convicts to be guarded and returned daily to the
penitentiary at the expense of the said Lee monument associa-
tion, subject te such rules as the board of directors thereof
may adopt, with reservation of power to the governor to recall
said convicts whenever in his opinion the public service re-
quires it.
3. This act shall be in force from its passage.
