CHAP. 284.—An ACT to establish and define the limits of the harbor
of Franklin City, in the county of Accomac, and to protect the
same.
Approved March 9, 1880.
1. Be it enacted by the general assembly, That the harbor at
Franklin City, in the county of Accomac, shall commence at
the southeastern side of the mouth of Shane’s creek, which
divides Franklin City from the land of the-heirs of John
Young, deceased, and thence run in a southwesterly direction
a distance of thirteen hundred feet from the shore, and thence
at right angles to the land on Long Point farm.
2. And the Worster railroad company is hereby authorized
and empowered; at their own expense, to improve said harbor
so as to make it more secure for vessels of all sizes, and to
further extend its business and that ofthe said Franklin City ;
and all improvements heretofore made by said company, or
under its direction, in and around said harbor are hereby con-
firmed and made legal and valid.. And in furtherance of the
object of this section, it shall be lawful for the said company
to improve their pier at Franklin City, and to extend the same
into the said harbor as far as to said company may seem neces-
sary, not exceeding two hundred feet.
8. And it shall be unlawful for any person to dump or throv
into said harbor any shells, earth, sand or any material calcu
lated to fill it up or make it more shallow, or in any other way
to obstruct or lessen the limits of said harbor. Any person s
offending shall, upon a conviction before a justice of the peace
be fined not less than twenty-five dollars for each and every
offence, and in the case of a permanent obstruction, every day
that the same is allowed to remain after said first conviction
shall be deemed a repetition of said offence: provided, that
this act shall at all times be under the control of the general
assembly, and may be amended or repealed as they may deem
proper.
4. Nothing in this act shall be construed to impair or inter-
fere with the riparian or other rights of any adjoining land-
owner.
5. This act shall be in force from its passage.
