1. Be it enacted by the general assembly of Virginia, That all offi
clerks and employees who hold their office by virtue of city, tow
county authority, whether by election or appointment, and who rec
compensation for their services from the moneys of such city, tow
county shall, for the purpose of garnishment, be deemed to be, and
