Chap. 547.—An ACT to provide for taking a special census of the school popu-
lation of Newport district, in Warwick county.

Whereas it appears that the school census of Newport district,
Warwick county, Virginia, in eighteen hundred and eighty-five, gave
five hundred and thirteen school population, and again in eighteen
hundred and ninety, the school census of the same district gave one
thousand and eighty-nine school population; and
Whereas the population of the town of Newport News, in said
school district, has grown to be at least three times as great as it was
at the time of the last school census in eighteen hundred and ninety,
thereby causing the public schools to suffer on account of the dis-
trict not receiving its fair and just apportionment of the State
school funds: therefore,
1, Be it enacted by the general assembly of Virginia, That the
commissioner of the revenue of Warwick county be, and is hereby,
empowered to take the census of all persons between the ages of five
and twenty-one years residing in said district, and shall comply in
all respects with the law of the state in such cases made and pro-
vided; and the general law of the state relating to the taking of the
census of school population by the clerk of each district school
board shall apply to the duties herein imposed upon the said com-
missioner of the revenue, and the same duties and liabilities are
hereby imposed upon the other school officers which in such cases
are imposed upon them by the general law.
2. After the said census has been taken and fully completed, it
shall be considered as the true census of said district for all school
purposes, and shall be the basis for apportioning the funds accord-
ing to subdivision nine of section fourteen hundred and thirty-six,
code of Virginia, and the census taken according to the provisions
of the act shall stand for all school purposes as if the same had been
taken according to the provisions of the general law in such cases
made and provided. The said commissioner of the revenue shall
receive for his services under this act such compensation as the said
district board may deem reasonable: provided that the same shall
not exceed the compensation for similar services prescribed in sec-
tion fourteen hundred and sixty-two, code of eighteen hundred and
eighty-seven.
3. This act shall be in force from its passage.
