Chap. 156.—An ACT to provide for the government of schools in the county of
Frederick.
Approved February 6, 1&4.
1. Be it enacted by the general assembly of Virginia, That the
county of Frederick shall be apportioned and divided into five school
districts, the boundaries of which shall be coincident with the boun-
daries of the five magisterial districts of said county.
2. That for each school district in said county the superintendent
of schools for the county, the judge of the county court and the
supervisor of the magisterial district, which is coincident with the
said school district, shall constitute an appointing board for the
selection and appointment of district school trustees for the said
school district.
8. It shall be the duty of said superintendent of schools for the
county to notify all the members of each of said appointing loards
to meet on some convenient day, between the first and the fifteenth
of July of each year, to select and appoint one district school trustee
for their respective school districts, who shall, hold office for three
years: provided that at the firet selection and appointment of school
trustees under this act there shal] be three trustees appointed for
each school district, who shall constitute a board of trustees for each
district, and who shall hold office for one, two and three years, re-
spectively: and provided further that when any vacancy occurs in
the the office of district school trustee, the same shall be immedi-
ately filled hy said appointing board, and the said appointing board
shall also have the power to remove and appoint a successor to any
trustee who fails to discharge the duties of his office according
to law.
4. The said board of district school trustees shall, at a meeting
held on some convenient day during the month of July of each year,
select and appoint one school director for each school within their
district from amongst the patrons of said school, male and female,
who shall hold office for three years: provided that at the first selec-
tion and appointment of school director under this act there shall be
three directors appointed for each school, who shall hold office for
one, two and three years, respectively: and provided further that
when any vacancy occurs in the office of school director, the same
shall be immediately filled by said board of district school trustees,
and the said board shall also have the power to remove any director
who fails to discharge the duties of his office. Should the said board
of district school trustees fail to meet, select and appoint the said
school directors, as herein provided, they shall be selected and ap-
pointed by the superintendent of schools for the county.
5. The gaid echool directors shall have exclusive control of their
respective school-houses, and shall cause the said school-houses to
he properly furnished with supplies and kept in proper order. The
sald school directors shall each year select a teacher for their school
from amongst those licensed by the superintendent of schools for the
county, and they shall certify the name of the teacher so selected to
the board of district school trustees, who shall contract with said
teacher for his services, the compensation of said teacher to be fixed
by said board of district school trustees as heretofore.
6. The organization of the said board of district school trustees,
and the duties of said trustees, save as herein otherwise provided,
shall be the same as are now prescribed by law.
i. The terms of office of all school trustees in said county who
have been elected or appointed, or who may hereafter be temporarily
appointed by the superintendent of schools for the county, shall ex-
pire on the first day of July, eighteen hundred and ninety-four.
8. All acts and parts of acts in conflict with this act are hereby
repealed,
J. This act shall take effect from and after the first day of May,
eighteen hundred and ninety-four. -
