Chap. 76.—An ACT to amend and re-enact sections 13 and 50 of
sessions acts of 1889.1890, entitled an act to change the name of
the town of Goodson to the city of Bristol, and provide a new
charter for the same, and section 48 of said act as amended by
an act approved March 3, 1890.

1. Be it enacted by the general assembly of Virginia,
That sections thirteen and fifty, of chapter two hundred
ind two, of sessions acts of eighteen hundred and eighty-
xine and ninety, entitled an act to change the name of
he town of Goodson to the city of Bristol, and provide a
new charter for the same, and section forty-eight of said
act, as amended by an act approved March the third,
sighteen hundred and ninety, be amended and re-enacted
30 as to read as follows:
8 13. The council of the city shall be composed of nine
members. Each ward shall be represented by an equal
number of councilmen, qualified to hold office. They shall
be elected by the popular vote of the city, as hereinbefore
provided. Any vacancy in the council caused by death,
resignation, or otherwise, shall be filled by the council, by
the election of some one eligible to such office.
§ 50. For the execution of its powers and duties, the
city council may levy and raise taxes annually by assess-
ments in said city, on all real and personal property
within the limits of said city, and on all other subjects
taxable by the state, such sums of money as they shall
deem necessary to defray the expenses of the same, and in
such manner as they shall deem expedient: provided that
no tax levied by the city upon any real or personal pro-
perty in said city shall exceed two dollars and fifty centa
upon the one hundred dollars assessed value thereof; and
provided also, that the city council shall have power, by
a two-thirds vote, toexempt from city taxation, any manu-
facturing establishment for a period not exceeding five
ears.
§ 48. The city council may, in the name of, and for the
use of the city, contract loans, or caused to be issued cer:
tificates of debt or bonds: provided no such certificate
of debt or bonds shall be issued except by a two-third:
vote of the council; but such loans, certificates or bond:
shall not be irredeemable for a period greater than thirty
four years: provided, further, that the council of said cit}
shall levy and collect such an amount of taxes per annun
as may be necessary to pay the interest on such certificate
or bonds, and provide a sinking fund to pay the principa
of same. All contracts for erection of public improve
ments within the jurisdiction of the city council, shall b
let to'the lowest bidder, and notices shall be’given at leas
thirty days before the work is finally let, by advertising,
in one or more newspapers published in the city, andt he
party to whom said contract shall be let, shall give such
bond as the council may require; but in no event shall
any contract be let to any member of the city council,
nor shall any member have any interest in such contract.
2. All acts or parts of acts inconsistent with this act
are hereby repealed.
3. This act shall he in force from its passage.
